The November 2014 elections may be the most important election in the history of public education in America.

Never before has there been so much at stake for our public school teachers and other educators who devote their hearts and souls for the benefit of our nation’s children. Teachers and parents everywhere need to draw upon the election of Glenda Ritz for inspiration. Thanks to the ardent support of teachers and parents, the voters of the State of Indiana rejected the policies of former State Superintendent Tony Bennett and elected award winning teacher, Glenda Ritz to this important office.

Superintendent Ritz garnered more votes than Indiana Governor Mike Pence who, like his predecessor Mitch Daniels, has gone to great lengths to destroy public education and the vital connections between our public schools and the communities they serve.

Voters in Indiana and in states across the nation are encourage to reject candidates who support privatization of education, charter schools, vouchers, the reliance on standardized testing as a measure of teacher and school performance, Common Core, and the other “cars” that make up the “Runaway Train of Misguided Educational Reforms” that have been sweeping the nation.

This is one time when party allegiance must not matter as we pull the curtains and exercise our constitutional right to vote.

Beware of candidates who claim that education is at the top of their priority list but go on to advocate “choice” as if they are protecting the rights of American parents. In the United States of America, parents already have the right to choose a school for their children. Candidates who are advocates of “choice” are really talking about the use of our tax dollars to subsidize with vouchers those parents who want their child to attend charter, private, or parochial schools.

This practice drains critical tax dollars away from our public school corporations on which the overwhelming majority of American children depend. These candidates for public office blame teachers and their schools for all of the problems in education and make no provisions to help the public schools that are left to deal with our nation’s most vulnerable children. What these candidates really support are what I call “the politics of abandonment” and they must be rejected.

Whether you are voting for candidates for the U.S. Senate or House of Representatives, your state legislature, or local school boards take the time to find out where these candidates stand on the issues of public education, not “tax-payer subsidized privatization” of education in America.

The one thing we learned in Indiana is that teachers and parents have the power to reject all those who threaten the future of our nation’s young people. All we have to do is go to the polls and ask our friends, families, neighbors, and co-workers to do the same.

Never before have we had an opportunity to make such a monumental difference on behalf of our nation’s children!

Public schools our best hope to strengthen communities

I wrote the following article for today’s edition of the Fort Wayne Journal Gazette (October 3, 2014).

Public schools our best hope to strengthen communities

Supporting the emergence of charter schools as an alternative to public education is one thing. Subsidizing, with vouchers, a family’s choice to transfer their child to a charter or other private or parochial school is another.

“Choice” is one of the key components of the educational reform movement being pushed by the federal government, by the Pence administration and by corporate America. Candidates who support such reforms announce with great passion that education is at the top of their priority list. Voters need to understand that these candidates are not talking about “public education.”

Advocates of “choice,” holding teachers and schools accountable on the basis of ISTEP+ scores, Common Core, taking control of schools out of the hands of communities, and diminishing the influence of teachers unions are what might be called “the politics of abandonment.” These reform initiatives include no provision to help the public schools that are being abandoned and that are losing much-needed revenue.

The sad reality is that charter schools are not the solution to the challenges of public education, if for no other reason than because there will never be enough private classrooms to hold all of our nation’s public school students.

This movement away from strong public schools can only aggravate what is already a two-tiered society of haves and have-nots in which the latter is made up of our nation’s poor and the disadvantaged. It is a burgeoning population that includes the majority of our nation’s minorities and also those for whom English is not their language of birth.

This population is separate and apart from main-stream society. By weakening our public schools and the relationships between those schools and their communities, we are burning the bridges between us; a practice that will have tragic consequences for our future.

Recent events in Ferguson, Missouri are but one example of what happens when the ties that bind us are weakened. What kind of future can we expect when more and more Americans are unable to trust the agencies of government charged with public safety; officials who look on certain neighborhoods and their populations with inherent suspicion? If we want to be a healthy society, we must all be willing to trust one another.

The only way we can begin closing the gap and tearing down the barriers that separate us is to strengthen our public schools and the relationship between those schools and their communities.

We must come together to support our public schools and the educators who do their important work under the most adverse circumstances.

We must return control of our public schools to the communities they serve and to the professional educators upon whom our children depend.

We must restructure our educational process to focus on learning not test preparation. We must create an environment in which our children have time to learn and in which our teachers have time to teach.

Advocates for public education are coming together here in Indiana and all over the U.S. to counter the “politics of abandonment.” Those readers who were unable to attend the Oct. 4 viewing of the video “Rise Above the Mark” are encouraged to check it out and even host another viewing.

Our public schoolchildren and their teachers and schools need Americans to take a stand for public education.

Just another example to shatter the myth that charter schools provide the magical answer to solving the challenges of public education in America. The truth, of course, is that charters schools and vouchers are placing our most challenged public schools, in rural and urban communities all over the U.S. under ever greater stress. These schools, already challenged to meet the needs of our nation’s most vulnerable children must now contend with fewer resources and without the support of many of the parents who, formerly, could be counted on to support and partner with their children’s teachers.

These parents who were offered the promise of a better education for their children at a local charter school and were able to take advantage of vouchers to help pay for those choices. The vouchers, of course, divert revenue away from what would have been a child’s neighborhood public school, and follow the child on to charter or other private or parochial of the family’s choosing.

 

So where do we begin the process of implementing our strategic plan of action to transform public education in America?

We believe that, first and foremost, with the reminder that the time for talk and complaining has come to an end. The only thing that will stop the “runaway train of misguided reforms” is action by Americans united behind a common mission.

The key to that transformation of public education and to giving every single American child the best possible chance for a quality education is parents and teachers working as partners committed to supporting one another in every possible way. This most important of objectives cannot be accomplished with Americans working unilaterally. Such an endeavor must begin somewhere. We believe it must start with a strategic action plan, behind which people can join together in support.

We need a plan to transform public education in America. In my book, Reinventing Education, Hope, and the American Dream: The Challenge for Twenty-First Century America, I offer such a plan: a blueprint to transform both the structure of public education and educational process that works within that structure. I am asking Americans to utilize this blueprint as a point of embarkation.

Understand that this strategic plan is not carpetbag of quick fixes and incremental changes, rather it is a comprehensive, coordinated, and interdependent plan to address public education as an integral whole.

We think it can best begin with teachers because no organized group of Americans is more intimately involved in education, no group has more firsthand knowledge and experience, and no group has more at stake than teachers. That being said, let us be as clear as possible in saying that this is an issue in which every citizen, individually or collectively, has a stake and where each has a very specific role to play.

We ask teacher associations and teachers’ unions in each of the fifty states, and also the national offices of these organizations, to adopt this strategic plan and blueprint as part of the official mission of their organization and we believe the plan to be consistent with the established missions of each of these separate entities.

Once adopted as a central core of the mission of each teacher association and teachers’ union, we ask that those organizations use the full power and influence of their organizations to make it happen.

We ask the leaderships of these entities and each of their members to begin calling upon their elected representatives at every level and branch of government to make education the number one priority on the American agenda and to ask every American parent to partner with the teachers of their sons and daughters to give them the future that not only do they deserve but upon which entire society depends.

Within each of the jurisdictions of these teacher associations and unions, we ask that the leadership of these entities begin presenting the plan to each and every public school district and soliciting their agreement to formally review the plan for implementation in each of their respective schools. We ask that these associations and unions also reach out to private and parochial schools, and charter schools as every child needs the best opportunity that we are able to give.

We ask that the plan be presented to the faculties of the education departments of every institution of higher learning within their state or jurisdiction. We also recommend that they present the plan to every chamber of commerce. In each case the objective will be to educate both the leadership and memberships of these entities and asking them to endorse the plan and establishing its support as part of their ongoing mission.

At the national level we propose that the leaderships of each of these national organizations make the a similar commitment to take the plan to every professional association with education as its central mission; to every organization and foundation with educational reform as a primary agenda item; to labor organizations in every industry in the nation; and to every organization and trade association representing every major industry. We also ask that they lobby our elected and appointed officials of our federal government using the full resources at their disposal.

As we move forward, gaining momentum and broadening the grassroots support for our strategic plan, we will ask every American citizen and each and every one of their respective organizations and alliances to clamor for our federal, state, and local governments to declare education the most important item on the American agenda and to challenge every American mother and father to accept responsibility as full partners in the education of their children.

What follows in the next post are thirty-three (33) action items to carry out the implementation of this newly established strategic plan of action, one school district or organization at time until it is the reality in every school district and every private, parochial, and charter school in the United States. The action items are divided into two groups. The first is for implementation within our schools to transform the educational process. The second group will be focused on soliciting the support of the community at every level and venue.

The plan is constructed in such a way that it can evolve as our professional educators learn what works best in their particular environment. It is a plan that is designed to be a learning and adaptive process. The only aspects of the plan that are non-negotiable are our commitment to give each child an opportunity for a quality education and to preserve and protect the relationship between our schools and the communities they exist to serve.

Finally, we challenge the reader not to be overwhelmed by the enormity of our challenge. It is nothing more than a human engineering problem. Much like the construction of a skyscraper, dam, or suspension bridge it requires only that we manage all of the components of the process, per the blueprint, one phase at a time. If we approach it thus, a successful outcome is a forgone conclusion.

The Politics of Abandonment

The most appropriate way to describe the policies of educational reformers, educational policy-makers, and government officials with respect to their support of charter schools and vouchers to pay for them is the word “abandonment.” Think for a moment about what these powerful men and women do and examine the underlying logic of their actions.

In response to our most challenged public schools that almost always exist in areas populated by Americans of low income, these reformers, policy-makers, and their government supporters rarely, if ever, talk about what we can do to fix these low-performing schools. Instead they are indignant and decry the performance of such schools, implying that things would be different if only they were in charge.

These powerful men and women, often with the support of billion-dollar foundations and wealthy business people, make a great show of demanding accountability from such schools and their teachers. They threaten dire consequences for both the teachers and their schools corporations and demand that they demonstrate what they call “documented” or “verifiable” improvement on the basis of annual competency exams. When, as almost always happens, the test scores for the students of these schools show no improvement or even fall to a lower level these reformers and policy makers throw up their hands in figurative despair; their voices loud and echoing.

They respond by encouraging the creation of charter schools in those communities to provide what they anticipate will be attractive and high-performing alternatives. They then institute voucher programs that allow families to take the stream of revenue that follows their sons and daughters and transfer them to their school of choice. Parents who are sufficiently motivated to take advantage of such incentives are able to choose from the newly created charter schools and also parochial and other private schools within or close to their communities. Some even opt to go to nearby suburban public schools that are able to boast of the impressive performance of their students on annual competency exams.

That many of the charter schools are unable show improved performance of their new student populations seems not to matter. Rarely noted is that many of the parochial schools, all of which are thrilled to enjoy the increased revenue from vouchers, are poorly resourced and have faculties that receive insufficient training to help them deal with this influx of new and more challenging students. We often forget that many of the parochial schools are unable to compete with their public counterparts on the basis of teacher salaries. These schools typically attract teachers who share religious convictions or who are seeking what they believe will be a more stable and rewarding teaching environment.

Even the high-performing suburban public schools may struggle to welcome the “voucher students” and incorporate them into their mainstream academic and social cultures.

While many of the new students in charter, parochial, private, or suburban public schools make a successful transition and demonstrate a higher level of academic performance, many others do not. What seems to matter is attitude and level of commitment of the parents of these transferring students. Just because such parents are motivated to take advantage of the opportunities that vouchers present does not mean that they are sufficiently motivated to become actively involved and accept responsibility as partners in the educational process. Many of these parents are more likely to conclude that their job is done and now it is up to the new school and its teachers to turn their children around.

In the interim, the abandoned public schools from which voucher students have fled are left with fewer students with a strong motivation to learn, fewer parents that care, and less revenue with which to work. We should not be surprised that the progress these schools claim to be making is often obscured by their more challenging student population.

When these schools clamor for more revenue with which to rise to their escalating challenges and to pay their teachers, their requests are denied. More often than not they are met with even more emphasis on annual competency exams accompanied by sanctions and other consequences as a result of their presumed failure to rise to expectations.

When the teachers in these abandoned schools, and the unions and associations that represent them, lobby for more resources and better contracts those requests, too, are rejected. In many cases, the legislators in these states respond with bills and proposals to restrict the collective bargaining power of teachers’ unions and, in some cases, threaten to eliminate the unions, altogether.

Consider the social and economic consequences when our government offers lifelines to only the most motivated families in our most troubled schools and then confines the remaining families to what we publicly label as our worst schools. Consider the consequences when the actions of our government seem directed at increasing the level of segregation, not just in our schools from the perspective of race, but more importantly segregating both our schools and entire communities on the basis of the “haves” and the “have-nots.”

With righteous indignation our leadership is charting a course toward unmitigated disaster for our cities and, ultimately, for our society as a whole. We are fast becoming a house divided at a time when we can least afford it.

Our only hope of competing effectively in the ever-more dynamic and demanding world marketplace requires the very best that a people united by a common purpose can give.

Somehow we must reverse our course. Doing so requires that each and every one of us make a commitment to change the way we think; to solicit the support of our friends and colleagues; and, to act on the basis of our shared values and principles. And, we need to do so damn quickly!

Black Kids, White Kids, Asian and Hispanic Kids, All Kids Can Learn!

Let’s clear up any confusion, misconceptions, or lingering doubts about whether or not there are certain groups of children who can or cannot learn. The fact that so very many children do not learn has nothing to do with whether or not they can. What we have seen in public schools all over the U.S., as well as in private, parochial, and charter schools, as well as in experimental schools, is that kids from every racial, ethnic and cultural heritage can learn, irrespective of their economic circumstances.

The question is, what do we as a society do to insure that all children do learn; each and every one of them to the full extent of their unique genetic capability? Notice that I did not say what “can” we do. The use of the world “can” suggests that something may or may not be possible.

We have the power, individually and collectively, to create a reality in which every child learns to the fullest extent of their capability. Given that we have such power, it is absolutely intolerable that we allow the existence of a reality in which so many children are allowed to fail.

Please ask yourself what you can do, whether you are in a position to reach out to a single child or to an entire generation. And then, make a commitment to do it.

In my book, Reinventing Education, Hope, and the American Dream: The Challenge for Twenty-First Century America (REHAD). I wrote:

“. . . the mathematical and scientific laws of the universe care nothing about the color of a man or a woman’s skin. The only reason children of any racial or ethnic group are not masters of the sciences and mathematics is that their fathers and mothers do not insist that they learn these things. The only reason girls and boys, whatever their lineage, do not read and write proficiently is because their mothers and fathers do not insist that they become proficient.
The only time children of any cultural heritage do not become loving partners in the process of rearing their own children and teaching them these values is when we, as parents, do not teach them by our example. The only time any child grows up with an unhealthy self-esteem is when we do not teach him or her, each and every day of their lives, how very special they are; because we do not demand that they learn responsibility and self-discipline.”

Conveying this message as part of a coordinated plan of action is, I am convinced, the most important thing any American can do for our country at this point in our history. In REHAD, I outlined a blueprint for action that involves two components.

The first component is to fix an educational process that is more than a century old and that no longer meets the needs of children of the Twenty-first Century. It was a system that sets children up for failure and humiliation and that has left full generations of American men and women not only bitter and resentful but also hopeless and powerless that they can effect the outcomes in their lives. These men and women no longer believe in the American dream and no longer teach their kids that an education is important and offers them a pathway to a better life. As a result, the children of these men and women show up for their first day of school poorly prepared and with precious little motivation to learn.

The performance gap that we refer to so often is simply an illustration of that fact. That the most disparate performance gap is between white and black students is not proof that African-American children are less able to learn rather it is proof that the culture of much of the African-American community is one in which this disdain for education is most pervasive. In fact, this disdain for education transcends culture and is growing more pervasive each and every day that we stand by and do nothing.

The real performance gap exists between children reared in an environment where belief in the American dream is real and abiding and where families are hopeful and believe they possess the power to create a better life for their children, if not for themselves; and between children raised under a shroud of hopelessness and powerlessness.

Fixing the educational process is just the first step.

The second component of my blueprint for transformation is that we must come together as one people, in all of our diversity, united by a common purpose. That purpose is to repackage and resell the American dream and then take that message to the people. It requires that we ask every American who is hopeful and powerful to reach out into every nook and cranny of our community and engage the hopeless and the powerless.

We want all of our neighbors to believe that they can create a better life for their children and that they need not do this alone. We want them to understand that their entire community, across the full cultural panorama, is available to help them.

We want them to understand that the most important thing they can do is to partner with the teachers of their sons and daughters; teachers that offer a new educational process that is focused on helping each and every one of our children learn how to be successful and acquire the knowledge and skills that will enable them to control the outcomes in their lives. Knowledge and skills that will enable them to create their own future.

This is a plea to each and every one of you who is reading these words to make a commitment to action. That action begins by sharing these ideas and your commitment with everyone in your sphere of influence.

Outdated Facilities and Technology

With respect to school facilities and resources, there are abysmal facilities in communities around the nation and, while they are certainly substandard and contribute to an overall unfavorable atmosphere, replacing these facilities with modern state-of-the-art physical structures will not result in a dramatic turnaround. Fort Wayne Community Schools (FWCS) provides a marvelous example. Two of the eleven FWCS schools that were identified by the State of Indiana as at risk of takeover because of their performance as measured against a number of criteria, had been renovated, in the recent past, at a cost of tens of millions of dollars. These two schools are, arguably, two of the finest high school facilities in all of northeast Indiana. Quality buildings are a real positive but they do not alter the level of student motivation and they do not alter the recipe for educational success.

Should we continue to improve school buildings and technology? Absolutely but it must not be our first priority.

Curriculum

While many advocate curriculum reforms, most schools within individual states are held to the same educational standards and have curricula that vary minimally with other schools, irrespective of the performance of those schools. Can we do a better job at the development of curricula that are well-suited to the needs of the Twenty-first Century? Yes, we can and we must do better but curricula alone do not explain divergent results within schools of the same community and a focus on curriculums must not be our highest priority.

Often, lowered expectations account for curriculum variances as underperforming schools often lower their expectations in an effort to make gains in competency test results and graduation rates. Even more critically, expectations correlate to our perception of relative disadvantage with respect to a child’s circumstances. Whether we admit it or not, there is a tendency to consider it unfair to expect as much from disadvantaged students as we do from their counterparts.

Another common assertion is that we must extend the number of hours in the classroom and increase the proportion of those hours devoted to math, language arts, and science. It is unrealistic to think that this is anything other than a small part of the solution and certainly not one at the top of our priority list. In schools comprised of large populations of unmotivated students, such initiatives will only serve to prolong the daily agony of students and teachers alike

Race and Ethnicity

Is the problem race or ethnicity? The most glaring fact in all of public education is the performance gap between African-American and white students. It is a fact of which we all are aware but about which few will talk, candidly. For many experts, it is safer to cling to the idea that poverty is the culprit. Sadly, there are some Americans who are content to believe that the performance results of black children are the best that we can expect. Some actually believe that black children are predisposed to fail. That the majority of Americans are unwilling to talk about this issue openly and frankly contributes greatly to the persistence of such ignorance.

The performance gap between white students and Hispanic and other ethnic and racial subgroups may not be as glaring but it is every bit as disconcerting. The indisputable fact is that students from a wide range of racial and ethnic backgrounds excel academically and that some white students fail just as badly as their minority counterparts. When will we wake up to the fact that the issue is one of culture rather than of race or color, and then act accordingly? One of the most important lessons to be gained from the success of the “model” schools about which we have talked is that kids from diverse backgrounds can and will learn.

Student Behavior

Is the problem behavior? There is no doubt that teachers who labor in under-performing schools spend a disproportionate amount of their time striving to restore order. Stories of teachers who have time for little else are well documented. Disruptive behavior is nothing other than a manifestation of a lack of motivation, which we believe to be a symptom of a counter-cultural devaluation of education, and a system that is focused on failure.

Fractured Families

Finally, we return to the subject of supportive families. The single greatest advantage enjoyed by high-performing schools, of whatever genesis or jurisdiction, is the support of the parents of their students. The more a parent values education and the more he or she wants the best possible education for his or her children the more involved and supportive he or she will be and it does not seem to matter whether it is a one or two-parent home. What matters is that parents truly consider themselves to be partners who share in the responsibility for the success of their children. The more relentless these mothers, fathers, and grandparents are with respect to academic expectations, the more successful the child, whatever his or her racial, ethnic, or economic circumstances.

One of the more interesting developments since the emergence of charter schools is that many of these schools have failed to produce significantly better results on competency examinations than their public school counterparts. While we encourage research into the dynamics of this phenomenon, we think we can predict one of if not the biggest contributing factor.

Parents who make sacrifices, both financial and otherwise, to enroll their children in private, parochial, or charter schools are typically invested in the education of their children. They are motivated to see a positive return on their investment and they accept responsibility as partners in the education of their children. Unfortunately, some parents take advantage of vouchers but think, having made such a choice, their job is complete. Such parents are not invested and may not accept responsibility as partners in the education of their children. The students of such parents will be no more likely to succeed academically than they were in their former school. As is so often true, when people get something for nothing, they have an entitlement mentality. We repeat our assertion that, it is not the school that makes the difference in education and that vouchers are not the solution.

If educators could have just one wish, and truly took the time to think about it, the overwhelming majority would wish that each of their students had parents who care, who want to be involved, who truly accept responsibility for their kids, and who support the teachers and principals. Proving this assertion is the greatest single contribution special schools make in an aggregate sense. Creating such a reality in every school in the United States of American is the categorical imperative of our time.

Exerpt #5 from Reinventing Education, Hope, and the American Dream, from The Introduction

Most Americans are unaware of the poor showing of the American educational system when compared to other nations in the world marketplace, but there does appear to be clear evidence that our children are performing poorly when compared to the children of other nations. This is particularly true of American children in our urban communities. As a result, our public schools are facing scathing criticism as are the educators who struggle to make the system work for our children. The cry goes out that our public schools are failing us and that teachers are to blame. Such claims are, at a minimum, misguided, at their worst a travesty.

In response to mounting pressure from federal and state officials, some school districts have resorted to major housecleaning; terminating teachers and administrators in groups both large and small. In other communities, state departments of public education are placing failing schools on probation and, in some cases, are threatening to take the schools over in an attempt to improve lagging test scores. In Fort Wayne Community Schools, the system to which we will often refer throughout this book, the district gave notices to more than 300 teachers and administrators at the end of the 2010/2011 school year and required them to reapply for their jobs as part of the district’s strategy for an academic shake up.

Such actions are tantamount to blaming soldiers for a war they were asked to fight. These efforts make an insignificant impact on the problem, especially when these schools rehire the same teachers and administrators and then move them to a different building. It does not work because teachers and administrators are only a small part of the problem and, in many cases, are themselves victims of an educational system that is both misdirected and poorly designed to do what we desperately need it to do in this ever-more complicated world.

So, what is the problem with public education in the United States of America? In response to what was meant as a rhetorical question, “What is the matter with these kids?” a middle school teacher with whom I shared a table in a faculty lounge summed up the problem with public education in the United States elegantly and concisely, if not kindly, in six words: “They just don’t give a shit!” And, he spat the words out.

My first response was to laugh. After ten years of substitute teaching, it has become glaringly obvious to me that there was more than a nugget of truth in the observations of this teacher, whose name and school I cannot recall. It is anything but a laughing matter, however.

There are, indeed, students who do care and parents who do support the educational process. The reality, however, is that an alarming percentage of those parents are pulling their children out of our urban public schools and placing them in a variety of private alternatives from parochial, charter schools, or other private schools to home schooling. In many places, state governments are encouraging such transfers through the use of voucher programs that allow the use of tax dollars to subsidize such transfers. Other parents are moving their families out of cities and into suburban and rural public school districts where they believe their children will receive a better education. The sad but compelling fact is that these suburban and rural public schools, and parochial and private alternatives, are out-performing their urban public counterparts on test scores to such a degree that it is difficult to be critical of parents who make such choices. The subsequent consequences with which our urban public school students and teachers must deal as a result of such departures are scary. We will return to this subject later in this chapter. Scarier, still, is that even our better schools are under performing relative to the school systems of other developed nations.

The only places where American students are consistently performing at an exceptional level are in special schools that exist, in small numbers, along the fringes of the mainstream educational system. Readers who have viewed the documentary, Waiting for Superman , were given a glimpse of a few examples of these remarkable little schools. As exciting as their performance might appear, these special little schools are not the answer to the American educational dilemma although they do offer a glimpse of the secret to solving the problem. They are not the solution because they are too few in number and simply cannot be replicated in sufficient numbers to solve the problem for the other ninety-nine percent of our nation’s student population. More importantly, they are not the solution because we have not made the effort to fully understand the reasons for their success. Instead, we stumble along in search of answers, blinded by our assumptions.

The leaders and advocates of such special schools suggest that their success can be attributed to two key factors. The first, these advocates suggest, is that these programs enjoy the luxury of being able to recruit exemplary teachers; the proverbial cream of the crop. The second is that, because these schools exist outside of the formal educational system, they are constrained by neither the bureaucracy of the public school system nor the power of teacher unions. Absent these constraints, according to their administrators, these schools are able to develop innovative curricula and place their exemplary teachers in exceptionally conducive environments, allowing them to do extraordinary things.

The freedom to do things differently and to break away from conventional wisdom creates a tremendous advantage for these schools and their students and mainstream educational policy makers and administrators must learn from their example. What we often ignore is that the most important advantage enjoyed by these special schools, we believe, is that the student populations of these schools are made up almost entirely of children whose parents are fiercely determined to see that their sons and daughters will get the best possible education.

Whether they are black, white, rich, poor, come from intact or fractured families is inconsequential. These parents took extraordinary action to get their children into these special schools, sometimes agonizing through a lottery process before their children are even accepted, and they are fully on board as partners in the educational process. It is from this fierce passion on the part of parents that students derive a powerful motivation to learn. When motivated students are supported by a sustained and active partnership between parents and educators, truly remarkable things happen. When combined with exemplary teachers utilizing innovative curricula and instructional methodology what takes place could be described as magical.

One would think it should be glaringly obvious that committed parents and their motivated sons and daughters are an essential ingredient in successful schools, wherever we find them, but the overwhelming majority of American educators and policy makers are so caught up in their daily challenges and so blinded by their preconceptions that they fail to see it.

[Opposite the corporate reformers are] Advocates who support traditional, community-based public education and who oppose the forces of privatization, Common Core, reliance on standardized testing to hold schools and their teachers accountable, expansion of voucher programs and charter schools claim that while our schools are far from perfect, they are not failing. These advocates suggest that the quality of education being provided to American children is higher than it has ever been. They insist that poverty is the biggest problem in public education and that we should attack poverty and the disadvantages it creates for our children while protecting our educational traditions.

The purpose of this book is to show that both sides of this debate are terribly wrong and that both sides grossly misjudge the efficacy of education in America, both public and private. We suggest that both sides misinterpret the role of poverty and the other forces that contribute to the educational failure of an unacceptable number of Twenty-first Century American school children. It is the cultural equivalent of spending all of our resources on new and improved thermometers and fever reducers at the expense of attacking the cause of the elevated temperature. In the interim, the infection festers, unabated, while we poison the educational process with our intransigence.

How our nation responds to these challenges of the Twenty-first Century will determine the future of the American way of life, not to mention the American dream. Parents of children that we now refer to as baby boomers were fortunate to live in the world where there was great clarity with respect to core values, and at a time when the external forces that compete with the influence of parents and families were relatively insignificant. In each succeeding generation, parents have seen diminished clarity with respect to core values while the power and sophistication of external forces have grown, exponentially. Today, in this second decade of the Twenty-first Century, the external forces that compete for the attention of our children are unprecedented and of a power and magnitude that was unimaginable even a decade ago.

That these internal challenges come at a time when emerging economic powers, with laser-like focus, are working to challenge American economic and political supremacy places our future in grave jeopardy. It is vital that Americans understand that competition is a bad thing only for the player who has lost his or her ability to compete. Healthy competition brings out the best of all competitors. If we continue to slog down the same path, the health of our society and our ability to compete effectively will deteriorate at an accelerating pace.

The beauty of our situation as members of an ailing society, however, is that our educational system, both public and private, in addition to being the barometer with which we are able to identify and measure the severity of the crisis, also provides the most viable point of attack in quest of a solution. It is viable, however, only if we come together as one people, in all of our diversity, and work to restore our competitive advantage with the same sense of urgency that our competitors demonstrate. This crisis demands action and meaningful action requires that we challenge our fundamental assumptions and expand the boundaries of conventional wisdom.

America’s schools, both public and private, are the grounds upon which a battle is being waged for the very future of the United States and we are losing the battle. Many communities throughout the nation are perceived to have exemplary schools yet in cities across the United States the percentage of students unable to pass state competency exams ranges from twenty to over eighty percent. More often than not, the lowest passage rates are found in urban public schools. While outperforming their urban counterparts; even our best schools, whether public, private, parochial, or charter are not performing well enough to propel the U.S. into the top-twenty list of developed nations with respect to the performance in math and science. That we rank as high as 15th in language literacy is hardly cause for celebration. That China, arguably our biggest competitor in the international marketplace and also our nation’s largest creditor, ranks first in all three categories should be cause for alarm if not outright panic.

The consequence of this systemic indifference is that the number of children exiting our public schools with little in the way of marketable skills and who are functionally illiterate is growing at an untenable rate. Under the misguided belief that greatest problems with public education in America are poverty, bad schools, and bad teachers and in the wake of such federal initiatives as President George W. Bush’s “No Child Left Behind” (NCLB) legislation and President Barack Obama’s “Race to the Top” our educational leaders and policy makers are under great pressure to reverse the declining performance of American school children.

Under the leadership of what are thought to be the best and brightest minds from the world of business and public policy think tanks, and with the backing of billionaires and private foundations we are in the midst of a rush toward privatization of our schools, Common Core, charter schools, holding schools and their teachers accountable on the basis of standardized competency examinations, minimizing if not eliminating the role of teachers unions, and the expansion of voucher programs. With full support of federal and many state governments, the sentiment is that private enterprise can do a better job of educating our children than community-based school corporations.

It is even suggested that, with the application of business principles such privatization can even bring an end to poverty, which is widely believed to be the root cause of the problems of education and almost every other social problem in America.

That poverty is an outcome of the evolution of our free-market economy, along with the federal government’s ineffectual tampering, begs the question of why we would ever think privatized schools will somehow create different outcomes. The one thing we can say with certainty is that free market forces will follow the money. This will remain true whether the marketplace is producing goods and services or educating our children. We can also say with some certainty that there “ain’t no money” in the poorest neighborhoods of urban or rural America.
