An Invitation to Read: “Reinventing Education, Hope, and the American Dream”

Reinventing Education, Hope, and the American Dream: The Challenge For Twenty-First Century America, challenges both the conventional thinking about why so many American children fail and many of the education reform initiatives that are sweeping the nation including the focus on standardized testing, blaming teachers, privatization, charter schools, vouchers, and the corresponding abandonment of our most challenged rural and urban public schools.

The book was inspired by my ten years as a substitute teacher for a public schools district; my experience as a juvenile probation officer during the first nine years of my career; and, by over thirty years of leadership development and consulting experience in organizations where I was responsible for hiring, training, and then both leading and holding the employees of my organizations accountable. Most importantly it was inspired by my experience in applying a “Systems Thinking” approach to understand why systems and processes fail and then to reinvent them to produce desired outcomes. I have Masters Degrees in both Education and Public Affairs and have written four books.

Because we are asking the wrong questions in our search for meaningful solutions to the problems of public education, current reforms are woefully misguided. The correct question is “what are the characteristics common to children who succeed,” not “why children fail.” We need to understand why children fail but we must build our solutions around things that work.

In public schools all over the US, there are examples of children from impoverished families who find a way to excel academically. Whether white or black, from intact or fractured families these children share a common advantage. They are supported by parents who cling to hope that an education offers a way out for their sons and daughters. These mothers, fathers, and often grandparents are relentless in the expectations they hold out for their children. They take responsibility for their children’s success and they partner with their children’s teachers. Unlike so many of today’s students, the children of these parents arrive for their first day of school well-prepared and well-motivated.

While poverty creates tremendous disadvantages, it is not the reason why children fail so often. A fundamental premise of this work is that the problem with public education in America is the hopelessness that so often accompanies poverty and that permeates so many communities throughout the U.S., irrespective of race. I suggest that it is a pervasive sense of hopelessness and powerlessness that contributes to the burgeoning population of parents who have given up on the American dream and on education as a way out for their children. We declared war on it a half century ago but poverty is so huge and amorphous that we feel powerless in its wake. We can do something about hopelessness and powerlessness, however. I show how we can attack that hopelessness, relentlessly, even if it is only one family, one school, or one community at a time.

The other main problem with public education in America is an educational process that is, essentially, early 20th Century technology that has not been substantially modified in over a century. It is an obsolete system that is structured to produce the outcomes it gets and is simply inadequate to meet the needs of Twenty-First Century America and its children. It is a system that is focused on failure and that sets children up for failure and humiliation while actually impeding the ability of teachers to do what our children so desperately need them to do and what they so desperately want to do. The system has left generations of adults bitter and resentful and is the cause of teacher burnout on an unacceptable scale. Ironically, it is system that also does a disservice to the thirty to forty percent of the student population who seem to perform well.

Reinventing Education, Hope, and the American Dream offers thirty-three interdependent action strategies to transform public education in America. They are interdependent because incremental changes and half-measures will not work. The first nineteen strategies are focused on reinventing the educational process to one that is focused on success and subject mastery. It offers specific recommendations to structure the system to produce the outcomes we want by focusing on the relationship between teachers and students. This new model will help teachers teach and foster the ability of teachers to develop long-standing, nurturing relationships with their students and parents. I offer an educational process in which children can learn that success is a process that all can master.

The remaining fourteen action strategies are focused on attacking hopelessness and powerlessness in the community and speaks specifically to the problem of the performance gap between white students and their black and other minority classmates. This performance gap is the most destructive aspect in all of public education. If public education is going to work we need to re-engage parents as critical partners in the education of their children.

I believe that business practices can make a significant and meaningful contribution to the challenges facing public education but I am not talking about principles from the boardrooms with which so many reformers and politicians have become enamored. The business principles to which I refer are things that can be learned from an operational perspective. These principles have to do with things like focus on one’s customer; structuring an organization to serve its purpose; leadership development; problem solving; teamwork; integrating quality assessments into the educational process; and, giving teachers, administrators, and their staff the tools and resources they need to help them do the best job of which they are capable.

It has been two years since Reinventing Education, Hope, and the American Dream was released and, like most authors, there are things I wish I had said differently. If I were re-writing the book today I would minimize, if not eliminate altogether, the discussion about PISA results and comparisons with other nations as I have come to believe they are meaningless.

That being said, it is vital that we understand that the U.S. is being challenged by existing and emerging players in the international marketplace and our supremacy, both economically and politically, is at risk. I am convinced that this makes finding a solution to the challenges of public education the most important item on the American agenda.

Improving the quality of education for every single child in the U.S. is the only way to meaningfully address the problems of poverty and racism that threaten to undermine our democratic traditions.

Tea Party Strategies Have Frightening Implications for the Poor and Minorities

During the 2012 presidential election campaign, Governor Mitt Romney’s remark about the “47 percent of Americans” not counting was intended to convey a shift in thinking that is at the center of the political strategies of the “Tea Party movement” and other conservative republicans.

What Romney meant was that many of the American’s who make up that 47 percent will not vote and those who do vote will not be voting for republicans. The resulting ideology that seems to guide much of today’s conservative political strategy is based on the idea that they cannot do anything to change the thinking of the 47 percent so they will stop trying.

Instead, their focus has become the pursuit of policies that they feel are in the best interests of the country without respect to the interests of the 47 percent. It is comparable to the isolationist point of view of American leaders of an earlier era that they will take care of Americans and let the rest of the world take care of itself. In this case, “the rest of the world” is the “47 percent.”

If we closely examine the policy initiatives of conservatives in both business and government, the theme is woven throughout with bright red, white, and blue threads.

The rabid opposition to “Obamacare” is but one example. In fact the term “Obamacare” and its root “Obama” have become a pejorative terms comparable to “Communist” and “socialist.” How often, when they can think of nothing intelligent to say about the opposition, do you see conservative political ads portray opposing candidate as an “Obamacare” supporters? With Pavlovian consistency, the typical response on the part of conservative Americans is that their minds shut down and they no longer listen to what the other side has to say.

I would be first to tell you that the Affordable Care Act (Obamacare) is a bad law but at least it was motivated by a sincere desire, on the part of its advocates, to address the national travesty that was and still is the American health care system. The proponents of healthcare reform might have been able to come with a workable solution to the problems of healthcare in America had the people on the other side of the political DMZ been willing to roll up their sleeves and help. The Affordable Care Act is as much a result of the intransigence of conservatives as it is the convoluted logic of its proponents.

The nation-wide attack on public education, public schools, and public school teachers—with our Hoosier state in the forefront—is another of the frightening examples of the strategic mindset on the part of Tea Party and other conservative leaders. It is becoming increasingly more difficult to cling to the hope that traditional republicans want what is best for all Americans, not just an elite minority.

Government and corporate reforms of public education focus on blaming teachers and our most challenged urban schools for the problems in education. As I have noted on many occasions, this is like blaming our men and women in uniform for the wars our government asks them to fight.

This conservative strategy, as terrifying as it is unspoken, is to attack our most challenged public schools and their teachers with a focus on standardized testing to hold them accountable. Then, rather than use the information gleaned from test results to address the real reasons why so many children are failing, they use the results to seek closure of urban schools and seize control of those schools from the communities.

Incidentally, using standardized test results to show that some schools are struggling is no more sophisticated and scientific than using a thermometer to determine that January is colder than July. To continue the metaphor, rather than use the findings to figure out ways to make the best of the cold, Governor Pence and his reformers use the findings to justify escaping to Florida for the winter months, leaving the rest of the population to shiver.

In the battle over public education the strategy of choice for reformers is two-pronged. With the right hand, they encourage the creation of more charter schools and then incent families to abandon their community public schools through the use of voucher programs. With their left hand they are stripping our urban public schools of the resources they need to teach their students and they are weakening the ability of local citizens to stand up for their schools. The underlying theme is, “let’s take care of our own and let the figurative 47 percent of the population fend for themselves.” These strategies are having a devastating effect not just on urban public school corporations and their teachers but also on our children and our communities.

Here in Indiana, we have a strong conservative governor who is intent on undermining the will of the people by stripping the Indiana Department of Public Education and its duly elected superintendent of their power to attend to the needs of every school, every teacher, and every student in Indiana. It seems almost incomprehensible to imagine that a conservative republican governor would so willfully usurp the will of 1.3 million Hoosier voters. It is also incomprehensible that most Hoosiers appear unable to recognize what is happening.

The most recent iteration of this “strategy of abandonment” was the creation of “Just IN.” This innovative creation was intended to empower our governor to use public funds to control the flow of information to Hoosier citizens. So much for the conservative mantra of protecting the citizenry from big government.

If all of this was not so tragic it would almost be exciting to see what these “self-proclaimed saviors of America” will come up with, next.

Fortunately, in the face of the public uproar, Governor Pence was quick to back down on his “Just IN” proposal. Supporters of public education and members of ethnically diverse urban communities throughout America need to take a lesson from this latest outcome. If supporters of public education stand united, there is hope that we can encourage the Governor Pence to cease and desist. Leaders of minority communities and other economically challenged communities must also take heed of Pence’s back down on “Just IN.”

If supporters of public education and the leaders of minority and other economically challenged communities would link arms and stand together they would be a force to be reckoned with. If we can combat the Governor’s attack on freedom of the press, who knows what, standing united, we might accomplish in our fight to restore our state’s commitment to our public schools and their students and teachers.

A CALL TO ACTION: A New Civil Rights Movement Focused on Public Education!

Education is a civil rights issue today just as it was in the 1950s during the initial years of the historic civil rights movement. Back then, the challenge was breaking down the barriers that prevented black children from attending public schools. Today, the issue is virtually the same but with a new twist.

Southern public schools in particular discriminated against African-American children by denying them entrance into public schools and universities. Today, African-American, Hispanic, and other minority children, along with white children living in urban America already attend public schools. Today’s problem is that our government, both federal and state, are discriminating against public school corporations by siphoning off revenue through voucher programs that allow families to transfer their children to charter schools and other private and parochial schools.

Our government and the corporate reformers who support and encourage them are claiming that charter schools the other alternatives are doing a better job than our public schools and they cloak their advocacy under the blanket of “freedom of choice.” While they promote the development of charter schools and encourage families to take advantage of vouchers they attack our urban public schools with the charge that they are failing and that the blame for such failure rests on the shoulders of public school teachers. Therein lies the fallacy of current corporate and government education reforms.

The simple but compelling fact is that the teachers who populate our charter schools and other private and parochial alternatives are educated in the same colleges and universities and are license pursuant to the same state standards and qualifications as their public-school counterparts. How can we think that whether or not a qualified and licensed teacher will magically perform at a higher level is a function of the fact that they teach in a charter, private or parochial school rather than in a public school in the same community?

The problem is not “choice” and no right thinking American would deny the importance of giving families choices. The problem is that while luring students and their associated revenue away from our public schools our government is making no effort to address the real challenges that such schools face. As they heap more and more blame on teachers and schools for low scores on state competency exams and reduce the revenue upon which these schools depend, more and more teachers are leaving the profession. In many cases it is the most experienced and most capable teachers that are fleeing the field of education making it that much more difficult for the abandoned schools to meet the needs of their students.

Right now African-American citizens and other parents concerned with the quality of their public schools are in possession of a wonderful opportunity to change the reality for their children. Community leaders from each of these groups, working separately and in concert, need to rally their communities in support of their public schools and teachers.

Concurrently, public school teachers, both individually and collectively, need to reach out to the leaders of the local communities and offer to work together to rise to the challenges facing public education. Make no mistake. A partnership between public school teachers and the parents of their communities working together to serve the best interests of children will transform public education as surely as rain will make the flowers grow.

At the national level, we need high profile leaders of all of our minority communities to link together and take a stand on the issue of public education with the same commitment that we witness anew in the movie Selma. We beseech these leaders from business, government, entertainment, and professional athletics to come together on this most important issue and to reach out to the American Federation of Teachers, to the National Education Association, and to such groups as the Bad Ass Teachers Association. At the same time, we need the leaders of the AFT, NEA and BATs to reach out to community leaders.

Not since Dr. Martin Luther King, Jr. and his colleagues and supporters marched to Selma has there been an issue as important to the future of our nation and its children as exists today with the crisis in public education. Never has there been an opportunity to bring about such transformational change as exists right now, in cities across the United States of America.

If you are reading this message, today, please pass on this call to action to everyone you know. It may be the most important thing you can do for your country.

Government and Corporate Education Reforms Devastating to Minorities and the Poor

One can only wonder why the public, particularly the African-American community, has not responded to the threat posed by current educational reforms with the same zeal and anger displayed in response to the tragedies in Ferguson, Missouri and in other communities throughout the U.S.

While symptoms of deep racial enmity will continue to plague our society, at least the senseless targeting of young blacks will no longer go unnoticed. Such incidents are sparks from the static electricity generated by the friction between the races; they are symptoms of an underlying pathology.

Until recently, like many white Americans observing the incidents in Ferguson and elsewhere, I understood the fear and anger of black America at an intellectual level, only. It was not until I became the grandfather of a young black male that I began to feel it at a gut level. That my sweet young grandson may someday be judged by the color of his skin rather than by “the content of his character” is agonizing on a deeper level than I could have ever imagined.

As great as it may be, however, the tragedy of young blacks being profiled by police officers and by our justice system pales in comparison to a tragedy being perpetrated against Americans of all races living in the poorest urban and rural communities of our nation. This tragedy, which is being systematically executed by of our state and federal governments, is the remarkable disassembly of our systems of public education.

It is difficult enough to understand why so many of the leaders of American government and business are committed a “policy of abandonment” of our nation’s most challenged public schools. What is even more difficult to understand, in the midst of this systemic attack against our public schools and teachers, is the apparent apathy on the part of Americans from all segments of our population. It is astonishing that our public school teachers and other public school educators seem to be the only people who see what is happening.

Where are the protests by African-, Hispanic-, and other minority Americans who must surely recognize that an attack against our public school teachers and their schools is also an attack against their children? Where is the outcry from white Americans whose children depend on our rural and urban public schools? Where are protests of local employers in communities throughout our nation who depend on our public schools as a source for their collective workforces? How can we let our public school teachers face this crisis alone?

In communities throughout the United States, with Indiana but one example, state governments are promoting legislative and executive action to siphon scarce dollars away from urban public school corporations in order to fund voucher programs that will benefit only a select group of families. Advocates of such programs are fond of declaring a commitment to such concepts as “choice” and “competition.”

These declarations are nothing more than a pre-meditated deception. Governor Pence claims to want all students to have a choice. Looking at just FWCS, where can 31,000 students go? Are there sufficient classrooms in our community’s parochial, private, and charter schools to absorb 31,000 students? What about the approximate 5,000 special education students. Do the parochial, private, and charter alternatives have the resources to serve this special population? Extrapolate these numbers to the entire State of Indiana.

The problem is not the existence of charter schools and voucher programs rather that such schools and programs are not balanced by a commitment to fix our public schools.

The truth is that while Indiana offers vouchers to insure “choice” for a few of our state’s one million public school students, the state is stripping our public school corporations of vital resources necessary to serve hundreds of thousands of their students. They are attacking our public school teachers with such ferocity that many are opting to leave the teaching profession at a time when fewer and fewer college students are aspiring to become teachers.

Indiana is challenging public schools to compete effectively against charter schools and other private and parochial alternatives while evidence mounts that charter schools, in particular, are not being held to the same standards. Add the fact that our public schools are expected to serve a disproportionately higher population of special needs students and we are creating a recipe for social disaster.

It harkens back to Governor Romney’s “47 percent” remark during his campaign for the presidency. It seems as if our government has decided that there is nothing they can do to fix the problems in our public schools. So, instead of trying to fix the problems of public education, they have chosen to subsidize those families that are motivated to move their kids to a charter, private or public school and let the public schools and their communities fend for themselves.

For our nation, the long term consequences of such a strategy are staggering. The consequences for our poor and minority students border on criminal.

Where are the protests? Where are the shouts of anger and frustration? Where is the support for our public school teachers and other professionals who labor under such adverse circumstances? Does anyone care?

In my next post, I will begin laying out a challenge to public school parents to take a stand in support of their children, their children’s teachers and schools. I will be laying out a specific challenge to our African-American citizens their leaders and also to the leaders and citizens of the Hispanic and other minority populations.

Part 2 of the Action component of our Strategic Action Plan to Reinvent Public Education – Engaging Parents and the Community

 

As we shift our focus to the community we must call on our political leaders for leadership, resell the American dream, and to educate all Americans on the paramount role of parents in improving the motivation to learn.

 

It would be so easy to stop at this point, thinking that our job is finished but, in reality, it has just begun. Education is simply a tool to help us prepare each new generation for the challenges our nation will face in an ever-more competitive world marketplace. It is a marketplace in which it will be impossible for us to compete, effectively, if we do not have the full participation of our entire citizenry. We simply must bring them on board.

 

As challenging and overwhelming as this may seem it is nothing more than an enormous marketing and advertising campaign to repackage and resell the American Dream. For all of the progress other economies have made with respect to their ability to compete with the U.S. we are still the unparalleled leader in marketing and advertising and we need to capitalize on this strength to re-engage every American to join their fellow citizens in rising to the challenges facing our nation. It is a perfect opportunity for African-Americans and other minorities to assume their rightful place as full partners in the American enterprise and in American society. We simply need to sell them on the idea that the time and the opportunities are prime.

 

The beauty of education is that nothing we do as a nation reaches into as many homes and as many families as our systems of education and it provides the perfect opportunity to not only transform public education but also to transform American society. It is an initiative in which the leaders of our school districts throughout the nation will be the point persons carrying the message of our political leadership. It is an initiative where our school superintendents and principals will be supported by leaders from government, professional athletics, entertainment, and the full spectrum of businesses. It is an initiative in which every single American man and woman will have a meaningful role to play.

 

What follows is the blueprint for action in the form of our final fourteen (14) action items.

 

 Action Item #20 – Our Presidents, present and future, must initiate and sustain a movement to re-sanctify the American dream, calling on leaders at every level of governments and business, and men and women in every community to believe in the American dream with their words and deeds and to ask American parents to accept responsibility for the education of their children. Further, that every American mother and father work hand-in-hand with their children’s teachers as full partners in the educational process. This is the categorical imperative of our time.

 

 Action Item #21 – Leaders at every level are challenged to ask parents everywhere, irrespective of race or economic circumstances: “Is your son or daughter a future President of the United States?  Is he or she a future CEO, physician, attorney, teacher, engineer, school superintendent, or other professional?” And then, those parents must be challenged to help their children achieve the best success of which they are capable.

 

  Action Item #22 – Educators accept that the over-riding objective must be to improve the motivation of students and that this requires the active partnership of the parents of those children. Toward this end, school boards need to re-establish expectations for their superintendents and principals to work toward this objective and determine how performance against those expectations will be evaluated.

 

  Action Item #23 – School Corporations must first target those segments of their community that are the lowest performing but no segment is to be overlooked.

 

  Action Item #24 – Educators must hit the streets using all available means to draw parents into their children’s schools and to engage those parents in the educational process. They must also work to enlist the assistance of community leaders toward that end and must hold themselves and their staffs accountable for the outcomes.

 

  Action Item #25 – Educational leaders must engage the creative energies of the entire community, including charitable foundations, for the purpose of developing and evaluating programs to help pull parents in as partners and to help them learn how to be effective in supporting the academic efforts of their children.

 

  In order to accomplish these objectives our school corporations must re-establish the expectations and priorities of principals and administrators.

 

 

  Action Item #26 – Superintendents must remove the administrative burdens from the shoulders of their principals, freeing them to devote their time and energy to their primary objective, even if it means employing more administrative support. Districts must create the expectations that principals and administrators spend 75 percent of their time in direct contact with parents, students, teachers, and staff.

 

  Action Item #27 – School Corporations must place a premium on positive leadership: Relying on positive leadership skills as the criteria for selection of principals and administrators and making real investments in ongoing leadership development for those principals and administrators.

 

  Finally, we must identify the communities with the greatest needs and we must use every tool and resource at our disposal to engage those communities and their leaders and to enlist their commitment to make education of our children the over-riding priority of every citizen. We must then replicate that process in each and every community in the nation.

 

 

 Action Item #28 – We need to call upon our presidents, present and future, to challenge celebrities from every venue, large and small, to make a commitment to public education by reaching out to their fan bases, asking them to accept responsibility for the education of their children. This challenge must be extended to every adult American, asking them to do whatever is within their power in order to make a difference.

 

  Action Item #29 – Initiate a cultural transformation using the African-America community as a model, on both a national and local front, in which black Americans, as a community:

  • Accept responsibility for their futures with no reliance on “The Man” to solve their problems for them;
  • Stop blaming the white people for the plight of blacks, whatever one’s opinion about the culpability of white society, simply because blaming others is a debilitating strategy;
  • Place a premium on education;
  • Raise expectations of black children in the classroom and relentlessly encourage our children to exceed those expectations;
  • Work as partners with our local school systems, both public and private, to support the teachers of our children.

 

 

 

 

 

 

 Action Item #30 – Local superintendents should encourage head start and other preschool programs in their school districts to redouble their efforts to pull parents into the process so that our children can continue at home the important work they do at their school.

 

 

 

 Action Item #31 – Superintendents of each district should establish a community advisory organization with representation from key members of each high school’s community: parents, churches, social and community organizations, neighborhood associations, and businesses. As noted earlier, these specific examples are specifically targeted at the African-American community because this is where the most glaring deficiencies can be found but they can easily be modified and local advisory organizations will tailor their activities to the unique requirements of their community. Examples of activities for which this organization will be responsible include:

 

 

 

  •          Reaching out to the community to solicit broad-based participation and support of the community;
  •          Asking all leaders of the African-American community to carry President Obama’s challenge into the homes of their community and to engage the community in the process of creating a new culture; one that challenges black children to assume their rightful place as players in the business and professional playing fields much as they have done in the world of professional athletics and entertainment;
  •          Brainstorming with people from across the spectrum of the community for innovative programs that will create the support systems necessary to facilitate this objective;
  •          Recruiting volunteers from among the ranks of professionals, business executives, craftsmen, tradesmen, athletes, and artists to reach out into the communities with which they have a connection and to connect with parents and students;
  •          Invite each school’s population of parents to a free lunch with their children, once per month;
  •          Using the same creative marketing techniques we use in promoting fundraising ventures, we can invite parents to workshops in the evenings or on Saturdays, to teach them how to help their children with homework;
  •          We can solicit parents to volunteer at their son or daughter’s school and, where necessary, we can enlist some of them to provide babysitting for those who have young children still at home;
  •         We can ask churches, neighborhood library branches, Boys and Girls Clubs, Big Brothers-Big Sisters, scout troops, and many other community programs to provide organized study, reading, and writing groups and to recruit tutors from among their ranks;
  •          We can find more creative ways to develop mentoring programs to bring young people into direct contact with men and women who demonstrate each and every day of their lives that success and achievement are within our power; and,
  • ·         We can ask families and neighbors of parents with school age children to support these parents in this process in every conceivable way.

 

 

 

 Action Item #32 – Successful men and women of each community should be challenged to reach back to their communities: to support the efforts of educators to pull parents in as partners in the educational process and/or to mentor to a child in need until there are not enough children to go around.

 

 

 

 Action Item #33 – Urge all Americans to give support and encouragement to the children in their lives: grandchildren, nieces and nephews, our children’s friends, kids from our neighborhood, even our own children. Let them know how important it is that they do their best and that we are rooting for them.

 

 

 

Conclusion

 

Fixing public education must be the categorical imperative of our time and the process will require the participation of the entire community. It is essential that parents be full partners in the educational process because these are the men and women who have the best chance of bringing a child to their first day of school, motivated to learn even in the face of the obstacles with which they will surely be confronted. If the child has wandered off the path, teachers and parents working together offer the best hope that these children can be redirected.

 

Improving the motivation to learn on the part of students and increasing their level of preparedness when they arrive for their first day of school must be the ultimate objective of every single thing we do and we must evaluate the efficacy of every program and investment on the basis of how well it services this purpose. We cannot afford to waste a single moment or dollar on things that do

 

We must also step back as educators, at all levels, to view our system of public education as an integral whole. We must apply a systems-thinking approach that will allow educators and policymakers to challenge their fundamental assumptions about public education; to understand how what we do contributes to the problem; and, ultimately, to re-engineer the system to do what we need it to do to optimize the power of a child’s motivation to learn. It must be a system focused on success that will help each child progress along their unique path at the best speed of which he or she is capable.

 

The entire educational community must reach out also to the current and future Presidents of the United States, urging them to fire the starter’s gun and lay down the challenge to every mother and father to accept responsibility for the education of their children and for partnering with their teachers and principals.

 

These things must be accomplished with an unprecedented urgency because the very future of our way of life is in jeopardy. If we fail to seize up this opportunity then the outcomes we will experience in the coming years will be decidedly unpleasant and we will have no one to blame but ourselves.

 

 

 

 

 

Part 1 of the Action component of our Strategic Action Plan to Reinvent Public Education

What follows are thirty-three (33) action items, all part of a comprehensive plan to transform public education in America.  These are actions that can be implemented one school district or organization at time until it is the reality in every public school district and every private, parochial, and charter school in the United States. The action items are divided into two groups.

The first group that are presented in this post are for implementation within our schools to transform the educational process. The second group, which will be presented in a subsequent post, will be focused on soliciting the support of the community at every level and venue toward the objective of pulling parents into the educational process. We want to resell the American dream and re-instill the hope and faith of millions of American parents that this newly transformed educational process will give their children a real chance for a better life.

The plan is constructed in such a way that it can evolve as our professional educators learn what works best in their particular environment. It is a plan that is designed to be a learning and adaptive process. The only aspects of the plan that are non-negotiable are our commitment to give each child an opportunity for a quality education and to preserve and protect the relationship between our schools and the communities they exist to serve.

These thirty-three (33) action items were first presented in my book Reinventing Education, Hope, and the American Dream: The Challenge for Twenty-First Century America. For the plan to work, each and every action item must be addressed, even if modified to fit the unique characteristics of a school or community. The deletion of any item will throw the entire plan into a state of disequilibrium and will assure its failure.

The job of professional educators is to take these action items and to add to the list of things we can do, relentlessly. When outcomes are disappointing, a solution is always there, in front of us, at the very edge of our present capability.

The reader is advised that the logical framework for these action items is discussed in detail in my book Reinventing Education, Hope, and the American Dream: The Challenge for Twenty-First Century America. The book examines, from an historical perspective how education has evolved to its current state and makes a detailed argument for each and every one of the recommendations to follow. Because much has been learned since my book was written, the author has exercised the privilege of making a few small changes in the recommendations.

In our post of June 24th we outlined all of the things we want our newly designed system of education to accomplish and the reader is encouraged to quickly review those goals and objectives before proceeding with the actual action items. In essence, what we want to accomplish is to put teachers in a position to teach and children in position to learn. We want both teaching and learning to be fun. We want teaching and learning to be a life-affirming activity.

Below are the specific steps that we believe will lead us to a new reality in which all of our goals and objectives can be achieved within the context of the system as an integral whole. These are not a list of actions from which we can pick and choose.

 

Action Item #1 – Each state department of public education should establish a forum of their state’s most accomplished educators and challenge them to employ a “Systems thinking approach”[1] in order to challenge our fundamental assumptions about the system and then re-engineer the system to better meet the needs of Twenty-first century American children, their parents, and educators. We need to:

 

  1.       Assess each student’s unique starting point and tailor an academic plan to his or her unique requirements;
  2.      Change the reality in such a way that what matters is not how fast a child learns something, compared to his or her classmates, rather that they learn it;
  3.     Change the expectations for teachers in such a way that taking the time to make sure a child is ready to move on is the norm and not a risky, consequence-laden diversion;
  4.       Restructure our schools in a way that increases the probability that close, long-lasting relationships will develop between teachers and students and also the parents of those students;
  5.      Create an environment that fosters the special rapport many of us experienced with our favorite teachers;
  6.      Create reality in which no child is labeled and where every child succeeds because, in the final analysis, all success is relative;
  7.     Create a reality in which children never have to worry about being pushed into a situation in which they are unprepared and thus predetermined to fail; 
  8.      Create a reality in which the expectations of our children are incessantly on the rise;
  9.       Create a reality in which being somehow different does not diminish the esteem in which we are held and where our differences can be celebrated;
  10.    Create a reality that focuses entirely on success and in which the word failure does not exist;
  11.   Teach children that success is a process that all can master; and,
  12.   Rethink what Twenty-first Century children must learn in order to be successful in a new world where what we learn today may be obsolete before we know it.

 

It is imperative that we address the problems of trust and accountability. This will require that we engage parents in the process, that we make what happens in the classroom more transparent, and that teachers, their unions, and school administrators work together to find new methods and measures of accountability and enhance teacher training.

 

Action Item #2 – Individual teachers, members of teaching teams, and teacher unions must demand more accountability from their colleagues and must work hand in hand with administrators to develop peer review standards and practices to ensure that:

  1.        Substandard teachers are identified and remediated;
  2.        That exemplary teachers are recognized and rewarded;
  3.       That continued unacceptable performance leads to consequences that may include termination; and,
  4.      That competency exams have little if any role to play in the assessment of teacher or school performance.

 

 

 

Action Item #3 – Teachers associations must rise to the challenge of redefining their mission in meeting the challenges of Twenty-first Century public education with a focus on partnering with the administration in the development of teacher training in: working as members of teaching teams; accepting responsibility for responding proactively to substandard performance of colleague; developing positive, nurturing relationships with students; and, developing partnerships with parents. Unions will also play a key role in serving as a powerful advocate for their members in the adoption and implementation of the other action items we will be proposing below.

 

 

 

Action Item #4 – Create an expectation that parents will visit their child’s classroom a given number of times during a semester or school year and hold the parents accountable by prompting those that need it and by reporting whether or not the expectations were met on report cards.

 

 

 

Action Item #5 – Install digital video recording equipment:

 

  1.      In the classrooms of American public schools and place sole control of that equipment in the hands of the classroom teachers, and
  2.      In the corridors, common areas, and playgrounds with the control place in the hands of the principal.

 

 

Next we must demand a commitment of students to both the educational process and to reasonable codes of conduct. This must include a change in perspective in which getting a quality education is no longer an entitlement but rather and a responsibility of citizenship.

 

 

Action Item #6 – States shall be asked to pass new legislation that abolishes compulsory education beyond the age of fourteen (14).

 

 

 

Action Item #7 – Establish education as a responsibility of citizenship rather than as a right and create an entitlement-free code of conduct in which students have the right to be safe, to be treated with dignity, and to an opportunity for a quality education, and are expected to earn rights and privileges through citizenship and scholarship.

 

 

It is vital that we shift the focus of our educational process to success, subject mastery, and accomplishment and eliminate even the idea of failure.

 

 

Action Item #8 – Shift educational focus to success and away from failure, providing ever-rising expectations: there is no failure, only varying velocities of success with students always working at the edge of their capability.

 

 

Action Item #9 – Shift our focus from protecting children from humiliation to preparing students to:

 

  1.       View success as a process, not a gift or entitlement,
  2.      View disappointing outcomes and mistakes as learning opportunities, and
  3.    Understand that the learning process prepares them to overcome adversity.

 

 

 

Action Item #10 – Convert educational standards that have been established in virtually every state, to sequential gradients of mastery from a most elementary starting point to overall subject mastery. We would want to set minimum levels of mastery that even the most challenged students can achieve with ever-higher levels of mastery that will follow, effectively allowing a student to progress as far as he or she is able.

 

 

We must create a unique academic path for each and every student so that they are judged only against their own performance.

 

 

Action Item #11 – Complete a comprehensive academic assessment on each child, prior to entering their first academic year, for utilization in the development of an educational plan tailored to his or her unique requirements.

 

 

 

Action Item #12 – Require students to demonstrate subject mastery before they are permitted to move on to new material, thus building a solid foundation for future academic success by:

 

  •        Allowing students to move forward as quickly as they are able,
  •        Allowing students who are struggling to get the special attention they require, and
  •        Document their accomplishments not their failures as part of their formal academic record.

 

 

We must put teachers in a position to teach, to engage both parents and students, and insure that they have the resources they require to do their important job.

 

Action Item #13 – Replace classroom aides with certified teachers to strengthen the team teaching capability and assuring that every dollar spent on personnel in the classroom is spent on professionals who can facilitate the learning process.

 

 

 

Action Item #14 – Introduce team teaching at all levels from elementary to secondary, where groups of three or more teachers are responsible for guiding a group of students through a given number of the stages of mastery.

 

 

 

Action Item #15 – Eliminate all reference to grade levels and replace that concept with three academic stages to be referred to as Elementary (first through the fifth academic year), Middle (sixth through the eighth academic year), and Secondary (ninth through the twelfth academic years).

 

 

 

Action Item #16 – Upon entry into their first academic year, groups of roughly forty-five students will be assigned to a team of at least three teachers who will remain with this group of students through completion of the students’ fifth academic year. As children enter their sixth academic year, they will be similarly assigned to a new team of at least three teachers who will remain with their students through academic years six to eight, at which time students and their families will have to decide whether the child will continue their formal education. These elementary and middle school academic units will allow students and teachers to establish close personal relationships that will foster the child’s academic success.

When students enter the ninth academic year, which will require a formal commitment from both the student and parent(s), the schools must be able to effectively assess a student’s progress to-date in order to determine how best to support each individual in the secondary stage of their education. Not only will that decision relate to an academic track such as college prep, technical, or vocational it must also determine the levels of intimacy and personal attention necessary for the child to perform at their optimal level.

 

 

We must create new measures of accomplishment, eliminate reliance on standardized competency examinations, and integrate the accountability process into the instructional process.

 

 

Action Item #17 – Replace current competency exams, such as the ISTEP+ in Indiana, with frequent mini-exams that allow teachers to assess subject mastery frequently throughout the year and to document these accomplishments.  Also, establish the threshold for demonstrating mastery at eighty-five percent (85%).

 

 

 

Action Item #18 – Eliminate graded homework that penalizes students for the mistakes they make and focus on practice that identifies mistakes as opportunities to learn followed by penalty-free chances to try again without any sense of failure until success is achieved.

 

 

We must take advantage of state-of-the-art technology, giving our teachers the ability to manage their time and priorities, eliminating important but time-consuming activity, and all with minimal adverse impact and the same user-friendliness we have come to expect from our smart phones.

 

 

Action Item #19 – Challenge an eclectic gathering of experts to develop a system of user friendly software and technology that converts academic standards, by subject matter, to step-by-step increments that:

 

  1.        Support teachers and students in the presentation of instructional material;
  2.       Permit students to read and study independently,
  3.        Provide multiple opportunities for students to practice applying these new skills both in the classroom and at home;
  4.       Give the teachers and students meaningful feedback as to the level of the student’s comprehension;
  5.       Directs students, automatically, to additional practice and instructional resources if appropriate;
  6.        Determines when a child appears to be ready to demonstrate their mastery in a given subject and directs them to what appears to be a practice quiz with no indication that the student must pass, but which is actually a Mastery Quiz;
  7.        If the child demonstrates mastery, will guide both student and teacher to appropriate new instructional units or modules;
  8.       When the child is unable to demonstrate mastery, will, very matter-of-factly, redirect the student and teacher to additional instruction and practice opportunities with the same material; leading to additional opportunities to practice and demonstrate mastery;
  9.        Relieve teachers of the burden of grading and recording papers whether practice assignments or quizzes thus freeing them to focus on instruction, feedback, and support;
  10.    Transmits documentation of the students successful mastery of the subject matter to the student’s permanent record for both recordkeeping and verification by appropriate authorities; and,
  11.    That periodically prompts the student to a review of previous lesson modules.

Excerpt #9 from Reinventing Education, Hope, and the American Dream – The Introduction

The True Challenge

This author suggests that the two major problems in education are 1) the level of motivation of the students and the corresponding commitment of their parents. It takes exceptional teachers to overcome the lack of student motivation and parental commitment, and 2) an educational process that is obsolete and poorly designed to meet the needs of students and to place teachers in a position to be teach effectively.

Bringing about the necessary cultural transformation and returning education to the top of the American priority list is a formidable but not impossible challenge. Public education is the single most important issue on the American agenda and we must declare it as such. This is an issue on which our entire future depends. It is my sincere belief that if we do not turn this situation around, in fifty years, China will be coming to the United States for its supply of cheap labor.

What differentiates this book from the many others that have been written about education in the U.S. is 1) that its focus is outward on the growing cultural disdain for education; 2) that it is focused on taking action by proactively engaging parents as full partners in the educational process; and, 3) that the specific educational reforms it proposes are the result of a systems-thinking approach that challenges our conventional wisdom and traditions.

Reinventing Education, Hope, and the American Dream has been written from the perspective of an organizational leadership consultant rather than that of a social scientist or professional educator. I am convinced that we must take a pragmatic business approach if we are to effectively address the problems plaguing public education, which, not coincidentally, are the same problems that plague our society as a whole. If we can fix education we will also, to one degree or another, be addressing poverty, hopelessness, drugs, gangs, violence, and the very roots of our socio-economic foundation.

This project was motivated not only by my experiences as a substitute teacher in a public school system but also as a result of my experiences as a manager responsible for hiring new employees for my organizations and also for training them. Also contributing was my experience as a juvenile probation officer during the first nine years of my professional career and, more recently, while administering the Armed Services Vocational Aptitude Battery (ASVAB) which serves, among other things, as the entrance exam for prospective enlistees in the Armed Services of the United States.

Other authors proceed with critiques of public education’s declining performance followed by prescriptions for training better teachers, reorganizing schools in creative ways, making preschool more accessible, for improving curricula, and tailoring instruction to the unique needs of children, revamping assessments, and building true accountability. All of their focus is internal as if the cultural forces that relentlessly devalue the primacy of education and the corresponding decline in the motivation of American children are unalterable givens.

These are the realities that are having a devastating impact on the quality of education and we go about our important business as if we are powerless to address them. Like so much of American society and its government, we have acquired, over the last half century, a misguided belief that we have all the answers; that we can solve everyone’s problems for them; that we bear full responsibility. Possibly, we have forgotten that ensuring that children receive a quality education is a shared responsibility. Possibly we have come to believe that it is politically incorrect to call parents out; to get in their face and demand that they accept their responsibility as partners in education. We behave as if the poor and the nonwhite are too pathetic to take responsibility for their own futures. Possibly, poor people and minorities have written us off because they feel powerless to affect the outcomes in their lives. This is a reality Americans must alter at all cost.

In Reinventing Education, Hope, and the American Dream we will provide vignettes from my own experience as a substitute teacher in the classrooms of the middle and high schools of Fort Wayne Community Schools. The focus of each will be to provide the reader with a glimpse of what takes place in the classroom and also to illustrate the importance of parental commitment and participation. Also included will be a vignette from a first-year teacher’s experience in an inner city elementary school in Washington DC. We believe these anecdotes provide compelling evidence of the mounting disdain for education and for our assertion that parents are abdicating their responsibility as indispensable partners in the educational process.

The “action focus” of Reinventing Education, Hope, and the American Dream will be divided into two sections. Before we can challenge the American people to begin changing the cultures and subcultures of American society we must demonstrate that “we mean business.” It is not enough to make empty promises because empty promises are all many Americans believe they have heard, each and every day of their lives. We need to speak with our actions, demonstrating that we are making real and substantive changes in the way we will teach their children. We want parents to be able to look at the changes we have made so that they can truly believe that we will be giving their children the education they will need to make the American dream a reality. We want them to believe that this new educational process will truly empower their children to take control of their young lives and to seize an array of opportunities, from a huge and diverse menu, according to their unique talents, interests, and abilities. We want parents to want the best for their children even when they have given up hope for themselves.

Only when the parents of our nation’s children can reach out and touch these things can we reasonably expect them to believe in a new reality; and, only when they believe in the reality of this new educational process can we ask them to begin, once again, to have faith in the American dream and to have real and meaningful hope in a better future. Only when we are able to give American men and women a realistic hope for a better future for their children can we begin asking them to change the way they live, think, and feel.

As we turn our focus to the process of education in America, we will begin by comparing the way children learn during their pre-school years whether at home, in daycare, pre-school or head start programs with what we offer them when they arrive for their first day at school. What the reader will see, in this simple analysis, is that our educational process seems to work at cross purposes with the way the natural learning process functions. The result is that the fun of learning is soon replaced with a stress-filled, esteem-damaging process that sets many children up for failure.

We will also examine:

• Compulsory education and the fact that unmotivated students are allowed to be a disruptive influence on students who want to learn and teachers who are striving to teach;
• Teacher accountability and the trust between teachers and parents;
• The way we structure our schools and group children in classrooms, together;
• The way we identify an educational path for our children and then direct them down that path;
• The way we utilize teachers and facilitate their ability to teach and interact with students and their parents;
• Our current educational system’s focus on failure;
• Protecting children from humiliation;
• Homework, practice, and the manner in which we deal with the mistakes our students make;
• The way we assess a student’s level of competency over the subject matter within the context of educational standards;
• The allocation of scarce resources to serve our mission to the optimal advantage; and,
• The effectiveness with which we utilize the technology of the Twenty-first Century.

After re-thinking our assumptions about the educational process, we will present nineteen specific action strategies that will enable us to re-invent the educational process in order to better meet the educational needs of our children and to prepare them for the unprecedented challenges of the balance of the Twenty-first Century.

Through the implementation of these nineteen action strategies, we will show how we can structure the educational process in such a way that the structure supports and facilitates our teachers and students as they go about their important work. We will show how we can create real trust between parents and the teachers of their children in order to engage them as full partners in the educational process. We will illustrate how we can shift the focus away from humiliation and failure, focusing instead on teaching children that success is a process that all can master within the context of their individual talents and abilities. We will show how, utilizing Twenty-first Century technology, we can integrate the assessment of student competency and mastery into the educational process very much like industry has integrated quality systems within the production and assembly process.

It is a national tragedy that so many students reach a point in their academic careers where they have given up on themselves. It is a national travesty that we have given up on them. It is imperative that we place teachers in an environment in which they can make a real difference in the lives of the children in their classrooms. We want our teachers to be developing rich and nurturing relationships with our children and their families; relationships that will endure and that will be remembered with the same warmth that all of us feel when we think back on our favorite teachers. We want to eliminate the meaningless activity in which so many teachers become entrapped so that their time and energy are focused not only on helping children learn how to be successful but also helping them remember how much fun learning can be. We want teachers to re-discover how much fun it is to teach.

Simply by changing our thinking we can irrevocably alter the current reality of education in America and help our children develop the knowledge and skills necessary to compete successfully in an ever more complex international arena. We believe we can show, emphatically, that all of these things are well within our power to accomplish if only we open our hearts and minds and view them without prejudice.

Few if any of these first nineteen action times will require an act of the legislature. They can almost all be implemented by individual school corporations acting within the parameters of their legislated authority.

After we have presented our blueprint for the reinvention of education in America, we will shift our focus to the formidable challenge of changing our culture to one in which every American has faith and hope in the American dream, for their children if not for themselves, and where we are each committed to a portfolio of shared values constructed on the principles of freedom and democracy in which “. . . all men are created equal, that they are endowed by their Creator with certain unalienable rights. . . .”

We will begin by examining what takes place in our public schools, particularly in urban America. We will also look at the vital role education has played in the development of American society as we have evolved into the richest and most powerful nation in the world.

We will examine the results from state competency exams, using Indiana as our example. These data clearly illustrate that the performance gap between white students and blacks and other minorities is as real as it is disturbing. What we will also see is that all students in urban public schools, whites included, underperform when compared with students in private and parochial schools and in rural and suburban public schools. That we misinterpret the reasons for this underperformance places our future in jeopardy.

It is also vital that we understand how American culture has evolved to present day and we will take an in depth look at the impact this cultural evolution has had on education in America, both public and private. We will show how several cultural phenomena, beginning after the Great Depression and end of World War II, transformed our nation and society in such a way that the core values that contributed to our nation’s greatness became obscured.

We will take a particularly close look at the culture of African America because the most significant and alarming performance gap in all of education is the chasm that exists between the educational performance of white children and their black classmates. This reality demands direct, unapologetic attention. That discourse will involve a close look at the work of John McWhorter, author of Winning the Race: Beyond the Crisis in Black America . Dr. McWhorter suggests to us that the problem is a culture in which it has become a symbol of “black authenticity” for African-Americans to shake their finger at “whitey” for institutional racism and degradation that no longer exist to any relevant degree, and to flip a certain other finger at education and the other responsibilities of citizenship. These responsibilities are essential to the ongoing viability of a democratic society. We hope to dispel, irrevocably, even the notion that there is an entire race of people who are predisposed to academic failure, and replace it with a challenge to African-Americans and other minorities to take their rightful place as full partners in meeting the economic, social, and political challenges facing our nation. That challenge must come with the commitment that parents can count on the partnership of their children’s educators.

We will also devote time to a discussion of “entitlement mentality.” Typically, when people feel entitled to something they do not believe they should be required to do anything to earn it. We believe this is part of the problem with public education; that we have come to view education as an entitlement for which we should not be required to be responsible. Today, our entire society spends too much time talking about rights and entitlements rather than talking about responsibility. Aided by the literal eruption of electronic communications and computer technology, the power of the peer group has become more powerful than at any time in the history of our nation and now threatens to replace the family, church, and schools as the dominant socio-cultural force.

We will suggest that changing our culture is the categorical imperative of our time. Talk is cheap, however and we will offer a strategic plan of action designed to bring about massive and comprehensive cultural change. We will suggest that, as formidable as this challenge may seem it is nothing more than a sales and marketing plan of enormous size and scope. Because sales and marketing are two of the areas in which the U.S. is unsurpassed, this challenge is within our power to overcome.

Our action strategy to alter the culture of America will commence with a clear statement of purpose followed by a focus on the utilization of the principles of positive leadership , and will be manifested in fourteen specific action items directed to the community.

We will show how educators and other community leaders can reach out into the community and pull parents in. We will show how we can parlay one of President Barack Obama’s early campaign challenges to parents to accept responsibility for their children into a nation-wide initiative to rally the American people, across all cultural boundaries, to the idea that education is the ticket to a new, Twenty-first Century version of the American dream. Somehow, we have to sell Americans on the idea that the American dream still exists. We need to re-instill hope in the hearts and minds of men and women from across the entire spectrum of the American panorama that the dream is both real and achievable. For those who are poor and disadvantaged, we need re-ignite the hope and belief that they can make it real for their children and that a quality education is a pass of admission to the dream. Education has become something that these youngsters do not value and it is imperative that we alter this reality. The reader is urged to understand that this is not something that would be nice to accomplish; it is something that must be accomplished or our children and grandchildren will find themselves in an entirely different world where being an American is not something about which one can feel proud. Neither will it be a world where our children and grandchildren can feel safe and hopeful in rearing their own children.

The reader is encouraged to believe that each of things is possible if only we will proceed with an open mind and hold on to the idea that anything man can imagine, man can do. Educators must be encouraged to believe that these things are possible if only they will challenge their biases and assumptions and, most of all, if only they will accept responsibility for finding a solution. You will hear this axiom, in one form or another, again and again as you proceed through this book, as it is central to our purpose:

Instead of blaming other people, our government, or the world for our problems, it is only when we accept responsibility for those problems that we begin to acquire the power to solve them.

The bottom line is that the problems facing American society and the problems facing our systems of education are the exact same problems and they cannot be solved by educators working unilaterally. We must involve the entire community.

Ongoing review of Reign of Error, by Diane Ravitch, Chapter 6

Chapter 6 of Reign of Error is focused on the performance gap that exists between white students and their minority classmates. There seems to be little doubt that the achievement gap is real and that it is particularly egregious with respect to African-American students.

The corporate reformers and other advocates of charter schools, vouchers, more testing and accountability, and privatization of education cite the data as irrefutable evidence that we need to rescue as many kids as possible from our underperforming schools. Rarely do they acknowledge any responsibility to help the schools that are being abandoned or to reach out help the people who seem unable to escape. The reality from the perspective of the poor is that they are being written off once again. How can they think otherwise?

Ravitch acknowledges that the gap is unacceptable but insists that much progress has been made in closing the gap over the past two decades. I suggest the progress has been too little, too slow.

While the reformers say that education is failing, Ravitch and other defenders of traditional education say that test scores and other measures of student performance, including graduation rates, are higher they have ever been. This may be true but neither the progress nor the data is good enough! The results are simply unacceptable. It is comparable to a president boasting that unemployment has dropped from 25 to 22 percent on his or her watch.

As we have noted in prior sections, we concur that the educational system is failing but believe that it is the educational process that is failing, not schools and their teachers.

While reformers call for what amounts to wholesale abandonment of traditional public education in America, Ravitch and her defenders suggest that we cannot fix education until we address the societal problems that cause the failure; specifically poverty and racial segregation. Once again, both sides of the argument totally misinterpret the forces that influence all that is taking place in our public schools.

One of the issues with which we agree totally with Ravitch is the importance of preserving the links between our schools and the communities they exist to serve. We agree that privatization of public education, the crippling of unions and the establishment of for-profit schools “inevitably means deregulation, greater segregation, and less equity with minimal oversight by public authorities.” Then Ravitch adds “Privatization has typically not been a friend to powerless groups.”

I find it remarkable that Ravitch has sufficient insight to recognize that many of the citizens and their communities who depend on public education are powerless yet she fails to grasp the role that this “powerlessness” plays in our educational crisis and she is not alone. Few people seem to recognize that unlike poverty, which is a condition over which we have been able to exert almost no control, “powerlessness” is a state of mind that is within our power to do something about. As we have said so often, we need to attack powerlessness and hopelessness relentlessly.

Rather than developing strategies that will help people learn how to begin exerting control over the outcomes in their lives we promise to take care of them; a promise we have yet to keep. Such promises do not help alleviate this sense of powerlessness rather they create dependencies to which the powerless can cling.

What the reformers do not seem to realize is that the farther you remove the community from the decision-making process the more powerless the citizens of those communities become. If we take away a community’s schools we effectively deprive the community of its ability to bridge the performance gap, themselves. In other words we increase their level of powerlessness and, therefore, their sense of hopelessness.

Ravitch states emphatically that African-Americans are making great progress and cites NAEP (National Assessment of Educational Progress) results that show a reduction of the number of students scoring “below basic” in math and reading.

My interpretation would suggest that Improvements between 2007 and 2011 have been marginal, at best. The numbers speak for themselves. NAEP results show that, in 2011, 49 percent of black students scored below basic in 8th grade math and 41 percent in 8th grade reading. In other words, virtually half of African-American eighth graders scored below basic in Math and 4 out every 10 scored below basic in reading. Hardly cause for celebration. Most importantly, “basic” is not an acceptable for which to strive.

The NAEP defines basic, which is one of its three achievement levels, as “denoting partial mastery of prerequisite knowledge and skills that are fundamental for proficient work. Think about what that means. It is partial mastery, not mastery. And, it is not even partial mastery of the knowledge and skills that are fundamental for proficient work but rather partial mastery of the “prerequisite” knowledge and skills.

NAEP’s definition of “proficient”, on the other hand, is “demonstrated competency over challenging subject matter, including subject-matter knowledge, application of such knowledge to real-world situations, and analytical skills appropriate to the subject matter.” [The emphasis is mine.]

So, when one is proficient by this definition, it means they possess the ability to actually apply what they have learned to real life situations. “Basic,” on the other hand, implies that the knowledge and skills are not sufficient for utilization in solving “real life” situations. In other words, the gap between “proficiency” and “below basic,” as defined by NAEP, is as cavernous as the gap between the performance of white and black students.

In the business world, one would never send an employee out in the shop, plant, field, or office to do a job if they could only demonstrate partial mastery of prerequisite skills. They have to be able to apply their knowledge to “real-life situations” or they are of no use to their employer and pose a risk to customer satisfaction. Clearly, the performance bar needs to be raised to “proficient” and what we are doing now is blatantly inadequate.

Here, the data is every bit as disturbing. From 2003 to 2011 the percentage of black students who have achieved the level of “proficient or above” in math has risen from 8 percent to only 14 percent. In reading, during same time span, the percentage of African-American students who have achieved “proficient or above” has risen only from 13 to 15 percent. During this period, the percentage of white students who have achieved “proficient or above” in math and reading has risen to 43 and 44 percent, respectively.

The gap is alarming but why would we ever be satisfied that less than 45 percent of our children are achieving “proficiency or above.” We must raise our targets and change the way we do things.

We need to reinvent the educational process to one that is focused on success and that is structured in a way that it supports teachers and students in what they do. And, we need to create a nation-wide campaign to resell the American dream and engage parents from all demographic groups as full partners in the education of their children. The good news is that such a reinvention is well within our power to do if only we will open our minds to new ideas and to the possibility of a desirable outcome.

Ravitch’s assertion that blacks and other minorities are making real progress is difficult to accept given the facts. Possibly Ravitch and others are referring to the many middle class and professional blacks who have risen to the corporate boardroom, the operating room, and even to White House; but this population is an exception. The gap between uneducated blacks in our poor rural and urban communities and more accomplished middle class African-Americans is, itself, cavernous. The accomplishments of so many is clear evidence that African-American students can excel.

So we are left with the question “why do so many fail?” And let us not forget that many of the most accomplished African-Americans and other minorities rose from the same neighborhoods as their underperforming classmates.

Diane Ravitch is correct that “Achievement gaps begin long before children start kindergarten.” She is also correct that the variance with respect to preparation and motivation of students as they arrive for their first day of school is as disparate as the population is diverse. It is also true that where families fall on the affluence continuum, the degree to which education is valued in a given culture, and the availability of quality healthcare all play a role in determining how motivated and well-prepared a child is upon arrival for their first day of school.

The most important influence on the relative preparation and motivation of children is the level of hopelessness and powerlessness that surrounds the child from the day of their birth and up until they head off for their first day of school. Where I disagree with Ravitch is not the relative scope and scale of the challenges these children face but with our perceptions about what we have the power to do in response. Most Americans have the attitude that only our government bears responsibility for bringing about such changes and has the power needed. Because of that attitude, we go about our business as usual and we sit back and wait for the world to change around us.

The reality is that we are not powerless and we need not be hopeless. We need a plan of action; we need to work together as a community; and, we need to do that which is in our power to do, even if it is one step at a time or one family, school, or community at a time.

The reference to the work of Thomas B. Timar’s (University of California), I thought, was particularly helpful. Timar wrote, as quoted by Ravitch,

“One reason [why there was so little progress in closing the achievement gap] is that although schools can be held accountable for some of the disadvantages these students experience, they have been given the entire responsibility for closing the achievement gap. Yet the gap is the symptom of larger social, economic and political problems that go far beyond the reach of the school. . . . While schools are part of the solution, they alone cannot solve the problems of educational disparities.” (Timar, Thomas B. and Julie Maxwell-Jolly, eds., Narrowing the Achievement Gap: Perspectives and Strategies for Challenging Times, Cambridge, Mass., Harvard Education Press, 2012, page 230).

According to Ravitch, Professor Timar also suggests that “policy makers have invested for thirty years in strategies that are “misdirected and ineffectual,” managing to keep urban schools in a state of “policy spin,” bouncing from one idea to another. . . .”

The most salient points by Timar are:
• Schools can’t solve the problem alone. . . .
• The value of local initiatives without which, Timar suggests, reforms cannot succeed.
• Creating social capital that exists between schools and their community. He describes them as built on a “sense of community, organizational stability, and trust. Leadership has a shared vision and a “sense of purpose, a plan, and individuals with responsibility for coordination and implementation.
• Teachers working collaboratively to improve teaching and learning
• The need to think in terms of long-term, comprehensive strategies.
• That American policymakers haves grown too politically conservative and are unwilling to address structural issues.
• “bureaucratizing the process of school improvement and turning it into a chase for higher test scores” have not worked.
• Federal programs like NCLB and Race to the Top have made schools less stable, encouraged staff turnover, promoted policy churn, and undermined professionalism.

The best chance, Timar implies and we which I suggest in my book Reinventing Education, Hope, and the American Dream, lies with grass roots models of change.

Where Timar strays off course is the traditional view that until we can address the issues of poverty there will always be achievement gaps but he redeems himself by saying that we need to “work vigorously to improve conditions” of families and communities. I would exchange the word “conditions” to “states of mind,” suggesting that we need to address hopelessness and powerlessness.

Ravitch writes, in reference to Timar’s point of view, “Rather than regulation and mandates we need professional collaboration, community building, and cooperation that require that schools have authority to design their own improvement plans and act without waiting for instructions or permission from Washington or the state capital [sic].”

My response to that is “RIGHT ON, DR. RAVITCH!”

Ravitch concludes this chapter by saying, “What we know from these scholars makes sense. The achievement gaps are rooted in social, political, and economic structures. If we are unwilling to change the root causes, we are unlikely ever to close the gaps. What we call achievement gaps are in fact opportunity gaps.”

She continues, “The schools did not cause the achievement gaps, and the schools alone are not powerful enough to close them.”

I think the point Ravitch is really striving to make, here, is that schools did not cause the gaps and should not be blamed for our lack of success in closing them. In Reinventing Education, I suggest that schools provide the perfect vehicle with which to attack the “root causes,” which I define as “powerlessness and hopelessness” rather than “poverty, segregation et al,” and that if parents and schools can be brought together in partnership, we have more than enough power to transform public education.

Finally, Ravitch says:

“So long as society is indifferent to poverty, so long as we are willing to look the other way rather than act vigorously to improve the conditions of families and communities, there will always be achievement gaps.”

The unfortunate but sublimely subtle truth—and the reason why poverty and deteriorating communities remain a reality—is our fixation on the idea that changing these realities is society’s or government’s responsibility. At no time do Ravitch and the legions of well-meaning professional educators, policy makers, and social scientists recognize the subtle but profound truth that these conditions exist because we have robbed the poor and the disenfranchised of a sense of responsibility for their own circumstances and we have enabled their sense of hopelessness and powerlessness.

We cannot change the economic conditions in which people live without addressing their dependency and helping them recognize the power that they have to begin changing their own lives. We can be of great assistance in helping people shed their sense of powerlessness and hopelessness but we cannot do it for them. What we must do is teach them that success is a process that even they can master and then help them deal with the obstacles that stand in the way of their children.

All educational policy makers, decision-makers, administrators, and practitioners are challenged to step back to a vantage point from which they can examine the system as an integral whole and challenge their fundamental assumptions about the educational process. We will show how this can be done, very specifically, in a later section of this work. All players in the system must be tasked to break out of their encapsulation and to think exponentially. What we need from teachers is that they acquire a willingness to try new things and be willing to leave their zones of comfort. Not everything we try will work but we will find no new solutions until we do try.

We can predict with a high level of confidence that increased student motivation and parental participation will make a difference in any educational setting. What is not so clear is whether the innovations in curriculum and instructional methodology utilized in these special schools would translate to all students across the spectrum of our diverse population of American children.

Honors programs in our mainstream public schools provide supportive evidence for this argument. In such honors programs, students have been selected on the basis of their demonstrated accomplishments. These are highly motivated students, almost all of whom are supported by committed parents who view themselves as full partners in the educational process. Within honors programs, the students, already successful academically, enjoy some of but not all of the advantages enjoyed by students in special schools. Often, principals assign their best and most experienced teachers to honors programs. In addition, the students in honors programs are sheltered from much of the negative peer pressure that pervades the classrooms, hallways, and playgrounds of most urban public schools. Honor students, for example, rarely are required to deal with the harassment of students who view education with disdain. They might have to deal with it in the corridors but not in an adjacent seat within an honors classroom.

The attributes that distinguish honor students, who are essentially self-selected for the program, from the non-honors students of their school are their motivation to learn, a demonstrated proficiency in an academic arena, and the fact that they are supported by parents who rigorously support the educational process. Our argument is further supported by the fact, to which many teachers will attest, that there are many other students who could be honors students if only they cared and if only they could be encouraged to try. Excellent teachers can and do provide such encouragement and we know that the encouragement of committed parents can be a powerful influence. The encouragement of teachers and parents working in partnership, however, creates the absolute best environment for the success of students. It is imperative that we work relentlessly to bring all American parents into this partnership. Although I have no evidence to prove my assertion, I believe that even teachers at the lower end of the performance curve do their best work with those students whose parents make an effort to show up at conferences and call or drop by to see how their children are doing.

An important difference between special schools outside of the mainstream system of education and highly successful honors classes is that while special schools are able to employ innovations in curriculum and teaching methods, honors programs must rely on the same curriculum and educational methodology found in the mainstream classrooms of their state. The only apparent difference for the honors classrooms are the motivation of students, their demonstrated accomplishments, and the rigorous support of families. This suggests to this author, that student motivation and parental responsibility are the most important components of educational success, wherever we find it. Honors students are also children for whom the traditional educational process is ideally suited. The flip side, here, poses a serious question: Could this be construed as evidence that our traditional educational processes are not a good fit for the majority of the students in our public schools?

The motivation of students and the active support and participation of parents are clearly the crucial difference makers in education, both public and private. The sooner we acknowledge this reality and begin to restructure our strategies accordingly, the sooner we will begin to see a transformation in the quality of American education for all students. Our second over-riding priority must be to challenge an educational process that seems to be both designed and focused on identifying and celebrating the accomplishments of a small percentage of elite students for whom academic success comes relatively easily, to the great disadvantage of the millions of other American children.

As we shall see when we examine the results of competency tests in the State of Indiana, thirty percent of the students throughout Indiana are unable to pass the ISTEP+ or the End of Class Assessments, which are meant to determine eligibility for graduation. Just because they passed does not mean that these students scored high on the assessments. Many passed by the slimmest of margins.

Over the coming century, the success of our nation requires a diverse range of skills. Excellence in any one venue will be as vital to our nation’s success as any other. Ron Flickinger, an educational consultant who provided feedback to me when this book was being written observed that, “The larger social system will value some skills more than others and will obviously pay more for those skills, but the culture has to find a way to communicate to its young that the guy that gets your plumbing right enhances the quality of your life just as much as the mayor of your city.”

An urgent need to completely rethink the reasons why so many children fail in our mainstream schools throughout the whole of the United States seems apparent.

Most Americans are unaware of the poor showing of the American educational system when compared to other nations in the world marketplace, but there does appear to be clear evidence that our children are performing poorly when compared to the children of other nations. This is particularly true of American children in our urban communities. As a result, our public schools are facing scathing criticism as are the educators who struggle to make the system work for our children. The cry goes out that our public schools are failing us and that teachers are to blame. Such claims are, at a minimum, misguided, at their worst a travesty.

In response to mounting pressure from federal and state officials, some school districts have resorted to major housecleaning; terminating teachers and administrators in groups both large and small. In other communities, state departments of public education are placing failing schools on probation and, in some cases, are threatening to take the schools over in an attempt to improve lagging test scores. In Fort Wayne Community Schools, the system to which we will often refer throughout this book, the district gave notices to more than 300 teachers and administrators at the end of the 2010/2011 school year and required them to reapply for their jobs as part of the district’s strategy for an academic shake up.

Such actions are tantamount to blaming soldiers for a war they were asked to fight. These efforts make an insignificant impact on the problem, especially when these schools rehire the same teachers and administrators and then move them to a different building. It does not work because teachers and administrators are only a small part of the problem and, in many cases, are themselves victims of an educational system that is both misdirected and poorly designed to do what we desperately need it to do in this ever-more complicated world.

So, what is the problem with public education in the United States of America? In response to what was meant as a rhetorical question, “What is the matter with these kids?” a middle school teacher with whom I shared a table in a faculty lounge summed up the problem with public education in the United States elegantly and concisely, if not kindly, in six words: “They just don’t give a shit!” And, he spat the words out.

My first response was to laugh. After ten years of substitute teaching, it has become glaringly obvious to me that there was more than a nugget of truth in the observations of this teacher, whose name and school I cannot recall. It is anything but a laughing matter, however.

There are, indeed, students who do care and parents who do support the educational process. The reality, however, is that an alarming percentage of those parents are pulling their children out of our urban public schools and placing them in a variety of private alternatives from parochial, charter schools, or other private schools to home schooling. In many places, state governments are encouraging such transfers through the use of voucher programs that allow the use of tax dollars to subsidize such transfers. Other parents are moving their families out of cities and into suburban and rural public school districts where they believe their children will receive a better education. The sad but compelling fact is that these suburban and rural public schools, and parochial and private alternatives, are out-performing their urban public counterparts on test scores to such a degree that it is difficult to be critical of parents who make such choices. The subsequent consequences with which our urban public school students and teachers must deal as a result of such departures are scary. We will return to this subject later in this chapter. Scarier, still, is that even our better schools are under performing relative to the school systems of other developed nations.

The only places where American students are consistently performing at an exceptional level are in special schools that exist, in small numbers, along the fringes of the mainstream educational system. Readers who have viewed the documentary, Waiting for Superman , were given a glimpse of a few examples of these remarkable little schools. As exciting as their performance might appear, these special little schools are not the answer to the American educational dilemma although they do offer a glimpse of the secret to solving the problem. They are not the solution because they are too few in number and simply cannot be replicated in sufficient numbers to solve the problem for the other ninety-nine percent of our nation’s student population. More importantly, they are not the solution because we have not made the effort to fully understand the reasons for their success. Instead, we stumble along in search of answers, blinded by our assumptions.

The leaders and advocates of such special schools suggest that their success can be attributed to two key factors. The first, these advocates suggest, is that these programs enjoy the luxury of being able to recruit exemplary teachers; the proverbial cream of the crop. The second is that, because these schools exist outside of the formal educational system, they are constrained by neither the bureaucracy of the public school system nor the power of teacher unions. Absent these constraints, according to their administrators, these schools are able to develop innovative curricula and place their exemplary teachers in exceptionally conducive environments, allowing them to do extraordinary things.

The freedom to do things differently and to break away from conventional wisdom creates a tremendous advantage for these schools and their students and mainstream educational policy makers and administrators must learn from their example. What we often ignore is that the most important advantage enjoyed by these special schools, we believe, is that the student populations of these schools are made up almost entirely of children whose parents are fiercely determined to see that their sons and daughters will get the best possible education.

Whether they are black, white, rich, poor, come from intact or fractured families is inconsequential. These parents took extraordinary action to get their children into these special schools, sometimes agonizing through a lottery process before their children are even accepted, and they are fully on board as partners in the educational process. It is from this fierce passion on the part of parents that students derive a powerful motivation to learn. When motivated students are supported by a sustained and active partnership between parents and educators, truly remarkable things happen. When combined with exemplary teachers utilizing innovative curricula and instructional methodology what takes place could be described as magical.

One would think it should be glaringly obvious that committed parents and their motivated sons and daughters are an essential ingredient in successful schools, wherever we find them, but the overwhelming majority of American educators and policy makers are so caught up in their daily challenges and so blinded by their preconceptions that they fail to see it.
