Public Schools Need Visionary, Positive Leadership!

Positive leadership in any organization or enterprise is crucial and this is especially true in venues that are being challenged by dissatisfied customers or constituents. Public school districts and public education, in general, are examples of such venues.

In public school corporations, the leader at the top of the organization is the superintendent. Like all top executives, superintendents are responsible for: conveying mission, vision, and values to their people and community; developing a leadership cadre to help create and preserve a culture of excellence in which teachers, students, and staff can be successful; driving their districts toward fulfillment of its mission; overseeing the administrative, managerial, and fiscal functions of their school  districts; and representing their districts to the community—their constituency.

 Two of the most important components of representing one’s mission to constituents are, 1) being fully attuned to the level of satisfaction of one’s customers/constituents and, 2) being able to envision innovative solutions in response to customer concerns and in anticipation of evolving wants and needs. Positive leaders must go out into the community or marketplace so they can actually listen to and be able to articulate the sentiments of their constituents.

 Assessing customer satisfaction is an area in which public school leadership is under-performing. I believe public school educators and policy makers rely too heavily on self-assessment.

 Consider the example of a chef in a restaurant. It is not sufficient for the chef to be satisfied that the food she prepares is of the highest quality. This might be adequate if she viewed herself as an artist engaged in the development of her craft for self-expression. It is insufficient, however, when the chef is working to create a product for which patrons would be willing to pay. In the latter case, quality can only be assessed by an objective measurement of customer satisfaction. Satisfaction is easy to assess in private enterprise because a business is either financially viable or not. Assessing customer satisfaction with a public school corporation presents different challenges and rarely will self-assessment be enough.

 When a superintendent announces that their district’s graduation rate has increased from 89 to 91 percent, as an example, such statements are inconsequential if those high school graduates lack meaningful choices of what to do with their lives. If high school graduates are unable to take advantage of opportunities because they cannot pass a basic academic skills tests for employment purposes, for acceptance into a college or vocational training programs, or for enlistment in the military services, their diploma is meaningless and so is a graduation rate.

 Superintendents of public school corporations must be willing to recognize and accept that the education reform movement with its focus on privatization is a symptom of wide-spread customer dissatisfaction with public schools. The diminution of the willingness to bear the cost of public schools on the part of taxpayers; the erosion of the esteem in which public school teachers are held by their communities; and, the outcries from minority communities that the needs of their children are not being met are all symptoms of pervasive customer/constituent dissatisfaction. 

 Like the “Me Too Movement” the outcry of men and women of color, with respect to the willingness of public school educators to tolerate the failure of disadvantaged kids, will no longer be silenced.

 Public education is in dire need of visionary leaders who are willing to go back to the drawing board to reinvent an education process that will meet the needs of all students, even disadvantaged kids. The goal must be that every child learns as much as they are able at their own best speed, beginning at the precise point on an academic preparedness continuum where we find them when they arrive for their first day of school. An education is not a competition to see who can learn the most, the fastest and it must not become triage where we pick and choose to whom we will offer opportunities.

 The measure of the success of our children must not be their ability to pass high stakes testing rather that they be able to utilize what they have learned in the real world. And, yes, we can teach to this standard even if we must continue standardized testing. If we succeed, it is inevitable that high-stakes testing will be rendered irrelevant.

If you think my model and its education process will work, then test it in one of your lowest performing elementary schools. If you think you can make it better, then do it. Just don’t think, for even a single moment, that we can fix public education by tinkering with one incremental change after another. Our nation’s children deserve better.

The Challenge to Leaders of Public Education

In all business organizations, it is the top executives who bear responsibility for assuring that the entity is focused on its mission and that the mission, itself, properly serves the needs, interests, and expectations of customers. The process must also be structured and resourced to support the people on the line. This is the essence of organizational leadership; of positive leadership.

Positive leaders are guided by three principles or axioms of organizational development:

1) It is not until one accepts responsibility for a problem that he or she begins to acquire the power to solve it;

2) If a process continues to produce unacceptable outcomes no matter how hard people work or how qualified they are, then the process is flawed and must be replaced; and

3) The point at which a process can no longer be improved is the exact point in time that it becomes obsolete.

In public education, the top leaders are superintendents and the people on the line are principals, teachers and their students. In spite of a procession of incremental improvements over the last half century, disadvantaged students still struggle to pass state competency exams. More importantly, when these students leave school they find themselves at an even greater disadvantage in society. This reality has enormous adverse consequences for American society and is at the root of our nation’s greatest social, economic, and political challenges. The opportunity cost that these young men and women represent is incalculable.

Assertions by public school educators and their supporters that public education is better than it has ever been are difficult to comprehend, given the data. Even a cursory examination of the process shows that kids who start out at a disadvantage are not given the time and attention they need to learn. The proof of this assertion can be found in teachers’ grade books, everywhere. If a teacher records a failing grade, it means the teacher has moved his or her class on to a new lesson even though some students have not yet learned. These kids are pushed ahead with the rest of their class, ready or not, and it is only a matter of time before they give up, stop trying, and begin acting out.

The education reform movement, with its focus on high-stakes testing and privatization through the creation of charter schools and vouchers is a response from dissatisfied customers of public education. These powerful men and women leading the education reform movement are justified in their concerns but their solutions could not be more wrong. They are wrong because of their lack of understanding of how kids learn. They are doing great harm to our nation’s most vulnerable children and to their teachers, schools, and communities.

The education process at work in schools, both public and private, has become obsolete and no longer meets the needs of a diverse population of 21st Century students. Over the decades, while the process has deteriorated, public school teachers, administrators, and policy makers have learned to tolerate what they consider to be an acceptable level of failure. Public school educators blame poverty and segregation for these failures and suggest that it is up to society to address these issues.

Somehow, educators have lost sight of that fact that society has already taken action to address the issues of poverty and segregation. Society has created a system of public education; has built public schools in every community in the U.S.; has allocated trillions of taxpayer’s dollars to support this purpose; and, has hired professional educators who have been trained to teach a diverse population of 21st Century American children. At no time has society carved out exceptions with respect to which children will be taught and at no time has society said there is an acceptable level of failure.

This reality exists for no other reason than we allow it. If we want to put an end to the failure we must completely reinvent the education process. Such a reinvention is a straightforward organizational development project in which we design the education process so that teachers are expected to give every child the time, attention, and support they need to learn. All it requires is a little imagination and a willingness to acknowledge what we all know to be true. What do we know?

That the current education process is set up as a race to see who can learn the most, the fastest. Our response to students who are unable pass practice assignments, quizzes, chapter tests, and state competency exams is, first, to record their Cs, Ds, and Fs in the teachers grade book and, second, to report those grades to parents and the school corporation. Those grades then become part of a child’s permanent academic record and color both our expectations of our students and our students’ expectations of themselves.

We cannot change this reality through incremental changes or through the introduction of new and innovative programs unless they are part of an integral whole. Transformational change requires that we deal with the education process as a systemic whole and that we create a structure with the same diligence and attention to detail that is utilized in developing a software application in which every piece of code is written to serve and support the application’s purpose.

We must take action to transform public education in America before it is too late. The responsibility for this transformational change rests on the shoulders of all public school educators but superintendents—the CEOs of public education—bear the ultimate responsibility. It is time for them to step up and become the powerful, positive leaders that our society needs them to be.

I challenge The School Superintendents Association (AASA) to take the lead and guide its members through the transformation process. Our children and the American people are counting on them, as are public school teachers and administrators. This is the only way to stop the drive to privatization and high stakes testing that threatens our children, their schools and communities. If our superintendents do not accept responsibility and act, to whom can we turn?

The model has, since, been refined to accommodate all that I have learned since my book was published over four years ago. I challenge the AASA to assemble its most creative members and use my model as a starting point. I believe they will discover that it will work and that authorizing its implementation will be within the statutory power of local school boards. That being said, these leaders of public school corporations throughout the nation are invited to come up with a better solution, if they can. I also challenge teachers, both individually and collectively, to do whatever is in their power to influence their leaders to act.

Is this not the most important issue on the American agenda? Is it not worth our best efforts?

The reality is that if The School Superintendent’s Association, the American Federation of Teachers, the National Education Association, the Bad Ass; Teachers Association, and every other advocacy group in support of public schools, would set aside their differences and focus on their common interests, they would have more than enough power to make education work for all children, even disadvantaged students.

The coup de grace would be that the education reform movement with its focus on testing and privatization would become irrelevant.

Indiana has several issues being debated at the state legislature and you can be sure the same debates are taking place in many other state legislatures.

Here in Indiana it is public school funding legislation in which the Governor and many of his supporters are pushing for more funding for charter schools and voucher programs without adequately addressing the needs of public school corporations throughout the state.

The Indiana governor and his supporters in the state legislature are also pushing a bill to make the position of Superintendent of Public Instruction an appointed rather than an elected position. Had the Superintendent of Public Instruction in the State of Indiana been someone appointed by either this or past governors rather than one elected by 1.3 million Hoosier voters, the department would have been nothing but a rubber stamp on an agenda that is not friendly to our states public schools, their students and communities.

The forces that are harming public education in Indiana and elsewhere are powerful beyond description and the only way to slow them down is for the parents of public school children to stand up and be counted. Write an email or letter to both the state representative and state senator in your area. Better yet, write and old fashion letter that takes up space and must be handled.

Sign a petition to support public schools, public school students, and public school teachers. Seek out other petitions and opportunities to be heard by contacting such organizations as the Northeast Indiana Friends of Public Education or the Indiana Coalition for Public Education, and many others.

Start your own petition and invite other parents to sign.

Contact your local school corporation or the principal of your child’s school and ask how you can help.

Just do something to make your voice heard and your vote count.

Hoosier voters, just like so many American voters, have fallen in to the habit of thinking that just because we have voted for people to represent our interests in the state legislature they can be left to do their job, unattended. Keep in mind that, once elected, your representatives and senators are immediately besieged by special interest groups who may be pushing agendas that are counter to your interests and the interests of your local schools and communities.

Do whatever you can to make certain that your interests are not subverted by these special interest groups.

If every public school parent and their friends and families would stand up to be counted we could put a stop to some of these policies very quickly.

Finally, link up with your public school teachers through your PTA and through local teachers associations and find out how, working together, you can make a difference. Right now, many of your school’s teachers are feeling overwhelmed by the changes taking place and powerless to do something about it other than leave the profession. We cannot afford to lose any more teachers.

The most important message I urge you to accept is the idea that we are not powerless and we need not feel hopeless. All we have to do is engage people, in any way we can, even one person at a time, to join the crusade. If we save public education in America we save America.

A CALL TO ACTION: A New Civil Rights Movement Focused on Public Education!

Education is a civil rights issue today just as it was in the 1950s during the initial years of the historic civil rights movement. Back then, the challenge was breaking down the barriers that prevented black children from attending public schools. Today, the issue is virtually the same but with a new twist.

Southern public schools in particular discriminated against African-American children by denying them entrance into public schools and universities. Today, African-American, Hispanic, and other minority children, along with white children living in urban America already attend public schools. Today’s problem is that our government, both federal and state, are discriminating against public school corporations by siphoning off revenue through voucher programs that allow families to transfer their children to charter schools and other private and parochial schools.

Our government and the corporate reformers who support and encourage them are claiming that charter schools the other alternatives are doing a better job than our public schools and they cloak their advocacy under the blanket of “freedom of choice.” While they promote the development of charter schools and encourage families to take advantage of vouchers they attack our urban public schools with the charge that they are failing and that the blame for such failure rests on the shoulders of public school teachers. Therein lies the fallacy of current corporate and government education reforms.

The simple but compelling fact is that the teachers who populate our charter schools and other private and parochial alternatives are educated in the same colleges and universities and are license pursuant to the same state standards and qualifications as their public-school counterparts. How can we think that whether or not a qualified and licensed teacher will magically perform at a higher level is a function of the fact that they teach in a charter, private or parochial school rather than in a public school in the same community?

The problem is not “choice” and no right thinking American would deny the importance of giving families choices. The problem is that while luring students and their associated revenue away from our public schools our government is making no effort to address the real challenges that such schools face. As they heap more and more blame on teachers and schools for low scores on state competency exams and reduce the revenue upon which these schools depend, more and more teachers are leaving the profession. In many cases it is the most experienced and most capable teachers that are fleeing the field of education making it that much more difficult for the abandoned schools to meet the needs of their students.

Right now African-American citizens and other parents concerned with the quality of their public schools are in possession of a wonderful opportunity to change the reality for their children. Community leaders from each of these groups, working separately and in concert, need to rally their communities in support of their public schools and teachers.

Concurrently, public school teachers, both individually and collectively, need to reach out to the leaders of the local communities and offer to work together to rise to the challenges facing public education. Make no mistake. A partnership between public school teachers and the parents of their communities working together to serve the best interests of children will transform public education as surely as rain will make the flowers grow.

At the national level, we need high profile leaders of all of our minority communities to link together and take a stand on the issue of public education with the same commitment that we witness anew in the movie Selma. We beseech these leaders from business, government, entertainment, and professional athletics to come together on this most important issue and to reach out to the American Federation of Teachers, to the National Education Association, and to such groups as the Bad Ass Teachers Association. At the same time, we need the leaders of the AFT, NEA and BATs to reach out to community leaders.

Not since Dr. Martin Luther King, Jr. and his colleagues and supporters marched to Selma has there been an issue as important to the future of our nation and its children as exists today with the crisis in public education. Never has there been an opportunity to bring about such transformational change as exists right now, in cities across the United States of America.

If you are reading this message, today, please pass on this call to action to everyone you know. It may be the most important thing you can do for your country.

What can one teacher do to stop the dismantling of public education in America?

During a recent visit with my daughter and her family, I had an opportunity to talk with the husband of a public school teacher from the Cincinnati area. I was disappointed to learn that this young woman was working hard to prepare herself for a new career outside the field of education.

Like so many public school teachers, today, this husband explained his wife’s frustration with the changes that are taking place in public education in Ohio, changes that are making it difficult for her to teach children.

Her husband shared with me that his wife is one of seven or eight teachers at her school who are actively pursuing a career change once the current school year has ended. He also said that his wife’s principal is aware of the fact that she and several of her colleagues are planning to leave and this principal has been pleading with them to reconsider. “You are my best teachers,” he tells them. No doubt this principal is one of many who dread the prospect of leading their schools into an uncertain future without their best teachers.

Can we blame teachers for leaving their profession? Do they not have the right to pursue the best opportunities for which they are qualified? Public school corporations are no different than any other employer. An employer can expect the loyalty of its employees for only as long as that employer can sell them on the importance of the organization’s mission; meet their need for professional and financial fulfillment; and, give them reason to hope for successful outcomes.

Given the degree to which public education is under attack, the school corporations that serve our nation’s most vulnerable communities are being stripped of the power to make any assurances to their faculties, which begs the question of how such corporations, in the absence of a capable faculty, can offer any assurances to their students and their community.

The unpleasant truth with which the American people must come to terms is that our nation’s leaders have created a scenario in which the control over the education of our nation’s children has been placed in the hands of people who have no understanding of the realities of educating children; corporate executives and government officials who function within a logical realm that is corrupted by special interests and who have only their arrogance to guide them.

What kind of future can we have as a democratic society when we have lost our ability to prepare all of our children for the responsibilities of citizenship? What kind of future do the American people want for their children?

The dilemma for the American people is that they do not trust the bill of goods being pushed by corporate and government reformers and, also, that they have lost faith in traditional public education.

Teachers, principals, and superintendents and other educational professionals are the only ones who possess sufficient knowledge to save public education and to offer the American people what they want and need. The American people desperately need professional educators to stand and fight rather than stand by with our hands in our pockets and do nothing or, worse, leave the profession to the reformers.

If professional educators choose to stand and fight rather than flee, we can work together to offer the American people an alternative to the policies of the corporate and government reformers. We can offer them a new reality that is focused on learning and the special relationship that exists between teachers, students and parents. We can offer them a reality in which every child is important and in which no student will be permitted to fail.

It is understandable that individual teachers feel lost and alone and it is natural to feel like there is nothing one person can do. But teachers need not feel alone. They are part of a population of as many as three million professional educators who can come together to create this new reality.

In addition to existing unions and associations at both the state and national level, there is a new group of players in the game: the Bad Ass Teachers Association with a membership of 53,000 professionals and counting. Teachers can become BATS and still be active in their unions and associations, in fact they are encouraged to do so. Get active and demand action!

Teachers are not the only professionals at risk in these challenging times. The future of public school principals and administrators and also the superintendents and other administrative professionals of every public school corporation in the nation are also at risk, particularly those who serve populations in our nation’s most challenging communities.

The leaderships of each of these representative entities must recognize that they are at war for the very survival of public education and mounting a challenge to the corporate and government reformers must become their over-riding priority.

When faced with a common adversary the best strategy is always to unite all those who share a common interest. It is time for the leaders of each and every organization that is committed to public education to step up and find ways to work together to provide the American people with a reason to hope. If we can give them something in which they can believe the people will stand with their children’s teachers. Together, we can reject the forces that are striving to usurp the will of the American people to the great disadvantage of our children.

The future of teachers, public education, and the American people are at stake and the consequences for our failure to stem the tide will be tragic beyond description. The November 2014 elections may be the most important election in the history of public education in America.

Never before has there been so much at stake for our public school teachers and other educators who devote their hearts and souls for the benefit of our nation’s children. Teachers and parents everywhere need to draw upon the election of Glenda Ritz for inspiration. Thanks to the ardent support of teachers and parents, the voters of the State of Indiana rejected the policies of former State Superintendent Tony Bennett and elected award winning teacher, Glenda Ritz to this important office.

Superintendent Ritz garnered more votes than Indiana Governor Mike Pence who, like his predecessor Mitch Daniels, has gone to great lengths to destroy public education and the vital connections between our public schools and the communities they serve.

Voters in Indiana and in states across the nation are encourage to reject candidates who support privatization of education, charter schools, vouchers, the reliance on standardized testing as a measure of teacher and school performance, Common Core, and the other “cars” that make up the “Runaway Train of Misguided Educational Reforms” that have been sweeping the nation.

This is one time when party allegiance must not matter as we pull the curtains and exercise our constitutional right to vote.

Beware of candidates who claim that education is at the top of their priority list but go on to advocate “choice” as if they are protecting the rights of American parents. In the United States of America, parents already have the right to choose a school for their children. Candidates who are advocates of “choice” are really talking about the use of our tax dollars to subsidize with vouchers those parents who want their child to attend charter, private, or parochial schools.

This practice drains critical tax dollars away from our public school corporations on which the overwhelming majority of American children depend. These candidates for public office blame teachers and their schools for all of the problems in education and make no provisions to help the public schools that are left to deal with our nation’s most vulnerable children. What these candidates really support are what I call “the politics of abandonment” and they must be rejected.

Whether you are voting for candidates for the U.S. Senate or House of Representatives, your state legislature, or local school boards take the time to find out where these candidates stand on the issues of public education, not “tax-payer subsidized privatization” of education in America.

The one thing we learned in Indiana is that teachers and parents have the power to reject all those who threaten the future of our nation’s young people. All we have to do is go to the polls and ask our friends, families, neighbors, and co-workers to do the same.

Never before have we had an opportunity to make such a monumental difference on behalf of our nation’s children!
